fiscal lion because of a political lamb.
There are two very important fiscal
issues to watch: sequestration and the
overall budget. While extended in late
December, the conservative party is
already predicting that sequestration
will occur and the automatic budget
cuts in the Budget Control Act of
2011 will move forward.
According to Politico.com, sequestration “is the formal term for
mandatory cuts to federal programs
– the process of cordoning off money
that may have been authorized by
Congress but is now prohibited

from being spent. Literally, the money
is being ‘sequestered’ – taken away
from the federal agencies affected.”
As established in the BCA, sequestration was triggered when the super
committee, a 12-member Joint Select
Committee on Deficit Reduction,
failed to reach an agreement. Se-

questration generates automatic cuts
for each of nine years, fiscal years
2013 through 2021, totaling $1.2 trillion. Without Congressional action
to prevent sequestration, the first
rounds of cuts were scheduled to take
place on Jan. 2. Congress, through
the American Taxpayer Relief Act of
2012, extended the date to March 2.
Again, without amendment, the 2013
cuts apply to discretionary spending
and are divided between reductions
to defense ($500 billion) and nondefense ($700 billion). Note: this is
not $700 billion from the FAA, but
rather a reduction from all other federal agencies, including the FAA.
In addition, in September 2012,
Congress passed a six-month
continuing resolution to the 2013
budget, which funded the federal
government until March 27. Without
action from Congress, the agencies
will, once again, face office closures
and employee furloughs.
What does this mean for the avionics industry? March will likely come
in like a lion. So plan ahead, get as
much of the paperwork you need approved quickly. The best we can do
is exercise patience. The agency and
its personnel will lack stability and
security. Finally, plan to utilize industry resources as much as possible
in March and April, and have a contingency plan in case the agency’s
operations are disrupted. q
