Jabberwocky

recently was accused of jabberwocky.
Following the publication of the February issue of Avionics News, a long-time friend, who happens to work for
the Federal Aviation Administration, challenged the February
“View From Washington” column to an Aircraft Electronics
Association member within his district. This wasn’t the first
time, nor will it be the last time, that someone disagrees with
my position and accuses me of jabberwocky.
Interesting enough, when I write or publicly speak, there are
references to my position. When I’m accused of jabberwocky,
the accuser never cites the regulation that counters my position.
They only state it’s gibberish, because it doesn’t agree with
their own beliefs.
When preparing to write or speak, I research not only the
regulation, policy and guidance, but also the preamble to the
regulations so you can benefit from the background information. I don’t rely on the familiar purpose of a regulation but
rather the intent of the regulation. If you are one of the few who
believe my writings and presentations are gibberish, I challenge you to do your homework; I do mine.
If I miss something, then I appreciate the opportunity for correction. As an association, it is important we provide the best
and most accurate guidance available. While the AEA looks
to Jason Dickstein of the Washington Aviation Group for legal
counsel, I provide regulatory counsel. If you have noticed, I
seldom actually answer the questions – perhaps it’s a Washington trait. Rather, I give you the reference to answer your own
questions. It is my belief that knowing the what, why and how
of a regulation is often more important in the long run than
simply giving an answer.
Why do I take this approach, and why don’t I just answer
the question?

A couple of years ago, two well-respected individuals with the
FAA made similar comments. One former administrator commented to me personally, and another commented in a speech
given at the AEA International Convention & Trade Show. To
paraphrase the former administrator’s comments to the association: When talking about people’s performance, he said he
wasn’t as concerned about how a pilot flew in the simulator as
how he performed when no one was watching. This particular
speech resonated with me, and it is the basis of many discussions
that take place during the AEA Repair Station Training Course,
which is offered twice each year at the AEA’s international headquarters. When we review a repair station’s quality control manual, this is exactly the measure we use for the procedures in the
manual; “will these procedures stand up at 2 a.m. when management isn’t around?” A lot of procedures look really good from
8 a.m. to 5 p.m., but do they still make sense, are they complete
and are they easy to follow at night and on weekends without
management oversight? Does the manual adequately and thoroughly explain the procedure to a novice employee?
The second person who made a very similar comment to
me was a long-time FAA inspector who reminded me that I
wasn’t “that” repair station’s quality manager. It isn’t unusual
for me to receive calls from AEA members who are being
challenged by an inspector. In this particular case, I had recently completed a series of presentations for this FAA District Office when one AEA member was challenged for doing
exactly what I had explained in my presentation. Needless to
say, I was a bit taken back by the action of the office. After
a heated discussion, the inspector agreed I was correct but
needed the repair station to be able to make their own argument. She commented that it was great for me to come to
their rescue, but I’m not based there and, therefore, not able
