this, there are always two sides of a coin. One is increased
and new business, but on the other side new challenges
and potential risks for the organization. One is certainly
other regulators and the potential impact of failing to meet
certain local requirements. Another one may be to act in
a foreign legal environment where an organization has
no or limited knowledge and experience. Another part is,
of course, the potential increased cost of service due to
travel, authority fees and remoteness of customers in case
of warranty issues. Another potential problem is there are
certain countries where the regulator insists or is limited to
his national language in any communication.
► Are there certain countries that are

more favorable to international business?
Less favorable?

Baxter: It is best to confine your international dealings

with countries that have solid alliance with yours. If you go
outside of this, you will have to jump many export hurdles.
While it is not impossible, it is difficult to do business in a
country where you don’t speak the language. When doing
business across language and cultural barriers, it is easier
and safer to use a local agent. However, you must have
complete faith and trust in the agent.

to be open for international business. Typical examples:
the U.S. doing business with Bermuda or Canada, Brazil
with Portugal, the Netherlands with Indonesia, Australia
with the U.K., Germany and Switzerland – all a reflection
of good understanding or historic reasons to work together.
However, there are other cultures that are more protective
against foreign involvement due to the national habit
or due to the political or legal environment. Examples
include Cuba with its limited private aviation and political
environment, and import restrictions.

conduct of business in those foreign countries that have
bilateral aviation safety agreements with the home
country, which allow the acceptance of products and
services certified to common airworthiness standards, will
reduce costs and streamline the project’s certification by
the foreign airworthiness authority.
If a foreign country does not have a bilateral agreement
with the home country, then it is likely that a local
organization would have to be engaged to deal with the
foreign certification authority, thus increasing the project
costs and time. Differences in certification or maintenance
standards or procedures may be an impediment to
efficient completion of a project.
