the	 South	American	 region,	 there	 are	
a	number	of	significant	initiatives	that	
will	affect	AEA	member	companies.
In	 addition	 to	 specific	ATO	 initiatives,	 the	 13	 states	 have	 committed	
to	reducing	the	regional	accident	rate	

gap	by	50	percent	as	compared	to	the	
global	 accident	 rate.	 In	 addition,	 the	
authorities	 have	 committed	 to	 reaching	 a	 67	 percent	 implementation	 of	
state	safety	programs	and	implementing	 safety	 management	 system	 oversight	 for	 100	 percent	 of	 the	 industry	
service	providers.

has	 been	 approved	 for	 demonstration	 and	 use	 by	Aeronáutica	 Civil	 de	
Colombia	for	the	avionics	industry	in	
Colombia.
The	 AEA	 Canada	 Regional	
Meeting	 in	 September	 highlighted	
three	 global	 issues:	 movement	 of	
parts	across	borders;	challenging	harmonized	regulations;	and	the	unique	
application	of	North	American	aviation	agreements.
We	are	beginning	to	see	the	results	
of	 a	 multiyear	 reorganization	 within	 Transport	 Canada	 Civil	 Aviation.	
Many	 of	 the	 draft	 concepts	 the	AEA	
has	been	waiting	to	see	as	a	proposal	
appear	 to	 be	 getting	 closer	 to	 rulemaking.
Some,	such	as	SMS,	are	advancing.	
The	 AEA	 expects	 to	 see	 the	 applicability	 of	 SMS	 to	 expand	 to	AMOs	
performing	 aircraft	 maintenance	
702/703/704.	 At	 this	 time,	 the	 draft	
schedule	 is	 under	 review	 and,	 hopefully,	we	will	get	an	official	schedule	
by	the	end	of	the	year.
In	 addition	 to	 rulemaking	 activity,	
we	 are	 expecting	 a	 revision	 to	 the	
U.S./Canadian	 maintenance	 implementation	 plan	 specific	 for	 the	AEA,	
addressing	modification	requirements	
as	well	as	the	reporting	of	major	modification	 and	 repairs.	 Currently,	 the	
MIP	 is	 a	 bit	 confusing	 regarding	 the	
data	 and	 recordkeeping	 criterion.	 We	
expect	the	next	revision	to	the	MIP	to	
clarify	these	criterion.
The	 regulatory	 topics	 and	 reviews	
of	 the	 AEA's	 international	 meetings	
highlight	the	true	global	nature	of	the	
association.	 George	 Bernard	 Shaw's	
quip	 that	 the	 U.S.	 and	 Great	 Britain	
are	two	countries	separated	by	a	common	language	takes	on	slightly	different	 applicability	 as	 the	 international	
authorities	harmonize	and	standardize	
aviation	 regulations.	 For	 the	 nearly	
1,300	 AEA	 members	 companies,	 we	
are	 43	 countries	 separated	 by	 a	 common	regulatory	language.	q
