provides update at AEA Canada
Regional Meeting in Kelowna
The Aircraft Electronics Association played host to
its annual AEA Regional Meeting in Kelowna, British
Columbia, Sept. 3-4. During this well-attended event,
a TCCA representative from the Standards group
provided first-hand details of current TCCA activities.
A briefing was provided in many areas covering the
priorities for the next few years. Details for each of
item will be provided in upcoming Avionics News
articles, and a summary follows:
1. The implementation of safety management
systems is currently on hold pending a review
of the Standing Committee on Transportation.
This committee is reviewing the TCCA's plans,
data coming from those companies that are
already required to have an SMS program and
international developments. It is possible the
TCCA's plans will change due to the report;
however, the current direction is to implement
SMS for 702 through 704 operators and the
aircraft maintenance organizations providing
work for them.
2. A new advisory circular is to be published by the
end of the year that will cover updated guidance
on handling parts in the aviation system. This AC
will replace AN B073. It will contain this most
current information, including details from the
various bilateral agreements in place. This new
guidance should clarify for operators and AMOs
how new and used parts need to be managed,
what type of certificates are required and, in
particular, dealing with U.S. suppliers. It also will
cover receiving parts from suppliers who have
direct ship authority from the type design holder.

The TCCA plans on revising CAR/AWM 571
to amend the requirements for the maintenance
of 406 emergency locator transmitters. This
will put into the regulations the details of
the current exemption issued to cover ELT
installations and the requirement to have a
specific specialty approved for the AMO. It
also is looking to increase the recertification
interval due to data showing there are no issues
being found with the current interval.
4. The TCCA has determined it will no longer
provide distributor approvals, and it will no
longer actively provide surveillance of the
distributors' activities.
5. The TCCA/EASA maintenance agreement
has been issued at Rev 1. It covers procedural
improvements and sets the stage to allow for a
triple release (being able to release a part once
and being accepted in Canada, the U.S. and
EASA member countries).
6. The TCCA is currently reviewing the ability to
use parts that have been developed and meet
certain international standards, such as angleof-attack indicators. The Federal Aviation
Administration in the U.S. has issued guidance
allowing installation of these units under
certain conditions, and the TCCA is reviewing
the possibility of doing the same.
As in past meetings, several industry members
expressed concerns over the lack of an even playing field
between U.S. and Canadian shops. The TCCA is working
in several areas to correct this, with the first being the
maintenance implementation procedure agreement with
the FAA. The TCCA also is working on a revision to
Canadian Aviation Regulation 521, which will take into
consideration some changes to allow for a refined process
for serial-limited supplemental type certificates. This
change should help level the playing field.
