European Aviation Safety Agency
On Sept. 1, the European Aviation Safety Agency
revealed a new organization within the agency that
aims to prepare it for the challenges of future years
and to engage more pragmatically with the aviation
industry. A strategy and safety management directorate
has been created in order to strengthen EASA's overall
strategy and promote a data-driven and performancebased approach to managing safety.
Patrick Ky, the EASA executive director, will head this
new organization, and the organization chart is below.

The EASA issued a new terms of reference for a
Rulemaking Task (RMT.0429) in which it defines that
EASA will be evaluating a revision and amendment to
the rule for FDR and CVR installation and maintenance
requirements. The triggers for this initiative were various
accidents where power failures prevented the recording
of important accident and incident-related data. The
proposal also will include new and more stringent rules

for the development of instructions for continuous
airworthiness for FDR and CVR.
NPA 2014-22 on new training methods or new
teaching technologies has been issued. The notice
for proposed amendment contains proposals for how
new training methods and teaching technologies
shall be handled and applied, and how they should
be integrated into Annexes III and IV (Part 66 and
Part 145) to Regulation (EC) No. 2042/2003 for the
benefit of all stakeholders.
As described in the terms of reference for this task,
the specific objective of this proposal is to:
* Evaluate the advantages and disadvantages
of these new training methods and teaching
technologies.
* Amend Regulation (EC) No. 2042/2003
accordingly.
NPA 2014-24 "Certification Specifications for
Standard Changes and Standard Repairs - Phase 1"
is now open for consultation on the EASA website.
This notice of proposed amendment addresses a
proportionality issue; it will allow a simpler process
for the design and embodiment of some changes and
repairs when applicable to certain aircraft (airplanes
up to 5,700 kg MTOM, rotorcraft up to 3,175 kg
MTOM, and most sailplanes, balloons and airships).
The concept of standard changes and standard repairs
was introduced with Regulation (EU) No. 748/2012
(paragraphs 21A.90B and 21A.431B). In order to use these
concepts, the establishment of the related certification
specifications by the agency was required. This NPA
contains a first proposal (phase 1) on CS-STAN.
In the future, CS-STAN could be enlarged based
on experience and with new proposals provided by
affected stakeholders (phase 2).
The proposed changes are expected to reduce the
regulatory burden for the embodiment of simple
changes and repairs in certain aircraft when fulfilling
the acceptable methods, techniques and practices
included in CS-STAN. It is expected this will have
a positive impact on the operation of the affected
aircraft in Europe and will promote general aviation.
Additionally, the existence of a simplified procedure
for the embodiment of standard changes and standard
repairs could limit the illegal practices of some
owners who have not followed the applicable rules
when modifying the aircraft and may encourage the
installation of safety equipment.
