Twenty years ago, the policy for field approvals told
the aviator they should not field approve an aileron
extension; today, the policy tells the inspector "how to"
approve a radio. As a result, even though FAA Order
8900.1 specifically states, "This (field approval) list is
not all-inclusive; examine each project on a case-bycase basis. If an alteration is not on the list, it may be
eligible for a field approval; however, each alteration
must be evaluated on a case-by-case basis."
Many inspectors are paralyzed to work outside the
comfort zone of the prescriptive list. What is most
troubling is that these individuals routinely second-guess
those who have approved alterations (and equipment
installations) that are not specific to the list.
I recently attended the World Aviation Training
Symposium. While I was only there for one day, I noticed
a common theme: "They" need "us" to manage their
culture ("they" being industry and "us" being the talking
heads pontificating upon their research and observations
about industry cultures). The speakers all had impeccable
credentials and many with academic accolades to
envy. But in every presentation, I noticed they were
making assumptions about our culture that were either
stereotypically wrong (assuming the culture of a large
multitiered company is similar to a small business) or
simply ill conceived. In many cases, they were trying to
apply assumptions from a paycheck-technician culture to
a general aviation entrepreneurial culture.
We also see this in the application of safety cultures.
Many of the agency experts come from organizations
with paycheck-technician cultures; principally, airlines
