Rulemaking: CAMO and Part-145
responsibilities (NPA 2014-27)
The objective of this NPA is to mitigate the risks
linked to a faulty assessment of the responsibilities of
CAMOs and maintenance organizations, especially in
relation to the coordination needed in complex maintenance and operational arrangements. This includes the
following aspects:
a. The responsibilities linked to the determination
of the airworthiness of the aircraft, including the
procedures and documentation needed to ensure
its notification to the flight crew.
b. The responsibilities linked to the performance,
coordination and release of maintenance.
c. The process followed for the release of maintenance.
This NPA mostly affects Part-145 organizations
involved in aircraft maintenance (A-rated organizations).
Generally, Part-145 organizations involved in component maintenance (B/C/D-rated), Subpart-F maintenance
organizations, and independent certifying staff are not
involved in such complex maintenance arrangements.

Operational suitability data
In January 2014, the European Commission published
a new requirement that affects certification mandating
aircraft manufacturers to submit data the EASA considers important for safe operations. Operational suitability
data shall provide information about the required pilot
training, of the type rated maintenance personnel as well
as simulator qualification, master minimum equipment
list and possibly other areas depending on the aircraft's
systems.
The OSD is intended to be approved as part of the
type certificate like the airplane flight manual. Since the
holder of the type certificate is the owner of OSD, the
manufacturer must keep the data current.
However, STC applicants may be affected by the OSD
rule if the change is significant enough to justify the
change to the OSD.
Users affected by the new rule (operators and training organizations) will find that OSD has both mandatory and recommended elements, and national aviation

authorities will determine whether users must comply
with a recommendation.
Pilot qualification is at the heart of OSD. It defines a
minimum syllabus for a type rating, as well as training
areas of special emphasis.
The EASA has provided a transition period for the
industry to comply with the new requirement. MMELs
for in-production models, for example, must be approved
by Dec. 18, 2015, or before the aircraft is operated by an
EU operator, whichever is the latest.

Drones or remotely piloted
aviation systems
Drones or remotely piloted aviation systems are entering
the world of civil aviation in Europe. The EASA identified
that the entry of this new aircraft type needs attention, and it
started an initiative to cover them into the existing or possibly new regulations to manage their certification and operation for the civil market.
The term drone is used to describe any type of aircraft
that is automated and operates without a pilot on board.
There are two types of drones:
1. Remotely piloted aviation systems, or in short, a
drone where the aircraft is controlled by a human
pilot from a distant location. These are the only
types of drones that can be authorized currently, and
under the new framework, for use in EU airspace.
2. Unmanned drones. These are drones that are automatically programmed without being piloted, even
remotely. These are not yet authorized for use, either
by the ICAO or under EU rules.
Civil drones are already being used to take over repetitive
or sometimes dangerous tasks that can be more effectively
or safely be performed by a machine, such as delivering mail or inspecting an oil platform at sea. The sector is
quickly evolving with industries signaling their interest in
adapting drones to execute specific services for which there
is a market. Currently, some 500 manufacturers are producing drones worldwide.
The rules governing drones are currently set by the
ICAO. It allows drone operations provided a national
authority gives a specific authorization, i.e. authorizing the
use of drones in a nonsegregated airspace, meaning in the
same airspace also used by manned air traffic. Today, such
authorizations are typically restricted to specific operations
under specific conditions in order to avoid safety hazards.
More than 2,000 authorized civil RPAS operators have
been granted an operating license in Europe. Germany
authorized pre-operational commercial air transport
