External access to Transport Canada
guidance and policies removed
The Canadian government has begun to implement
website policies and centralize the management of
them. The intent is to merge all federal departments
and agencies into one website access at canada.ca.
One of the policies introduced involved limiting
access to documents that are considered internal.
As such, Transport Canada removed public website
access to many policy and guidance documents in
December 2014. Transport Canada informed all
delegates of this action and has provided a link to a
secure site that requires a password to gain access.
This site contains many of the policy documents,
but there are several that have not been moved to
this site. Transport Canada is working with the
department responsible for the implementation of the
national website in order to ensure the guidance and
policies required by the public are available. If you
did not receive notification to access these policies,
please contact Transport Canada at services@tc.gc.ca
or 800-305-2059.

AWM 573.02 Exemption
The exemption issued to relieve AMOs from the
requirements of AWM 573.02 (11) expired on Feb.
12, 2015. This exemption allows avionics AMOs
to recertify undocumented avionics parts without
specific authorization. Transport Canada may not
reissue the exemption at the expiration date; however,
it has been stated previously that if the intentions
of the exemption have not changed, and when those
intentions was to modify the standard, it may be
taken that the exemption is still in effect. Therefore,
all AMOs should carry on as normal and expect the
exemption will be reissued. The planned date for the
change to the AWM has not been set. Since the last
issuance of the exemption, Transport Canada has
changed the policy on exemption periods, and this
reissue should be good for five years.

European Aviation Safety Agency
On Nov. 29, 2014, the Civil Aviation Authority of the
Republic of Moldova became the first institution of civil
aviation from the EU countries to sign a new type of working arrangement with the European Aviation Safety Agency.
The document sets the cooperation basis between the
two institutions in achieving the main objectives of flight
safety established in the Common Aviation Area Agreement
between Moldova and the European Union and its member
states, signed in 2012. The Civil Aviation Authority of the
Republic of Moldova will be monitored by the relevant
European body to follow the progress of implementation of
European standards in civil aviation.
Signing this present document will serve the further
development of national civil aviation and alignment with
the highest European standards.
In addition, EU Regulation EU 1321/2014 was
issued Nov. 26, 2014. This new regulation is replacing
Commission Regulation (EC) No. 2042/2003 on the "continuing airworthiness" of aircraft and aeronautical products,
parts and appliances, and on the approval of organizations
and personnel involved in these tasks. Since the original
regulation had been substantially amended several times
and further amendments are to be made, it was reissued in a
consolidated version for the interest of clarity. All previous
amendments to EC 2042/2003 are repealed. A correlation
table showing the changes in the regulation are identified in
a new introduced Annex VI.
So far, no consolidated version of the related AMC and
GM has been issued by the EASA.
And finally, the recently released NPA 2014-27 on continued airworthiness responsibilities of CAMO and Part-145
AMOs may be of interest for some AEA members involved
in the release of maintenance or modification work. The
new NPA is proposing the two annexes to EU 1321/2014 in
the following respect:
1. The responsibilities linked to the determination of
the airworthiness of the aircraft, including the procedures and documentation needed to ensure its notification to the flight crew.
2. The responsibilities linked to the performance, coordination and release of maintenance.
3. The process followed for the release of maintenance.
The NPA is open for comment until March 2. q
