The following is a white paper submitted by the General Aviation Manufacturers
Association, an international trade association representing more than 85 of
the world's leading manufacturers of general aviation airplanes and rotorcraft,
engines, avionics, components and related services. GAMA's members also

Current status of ADS-B
deployment in the U.S.
he Federal Aviation Administration completed
the deployment of the Automatic Dependent
Surveillance-Broadcast (ADS-B) ground infrastructure in March 2014. Today, aircraft are under ADS-B
surveillance and can access uplinked data services across
the United States. If you are flying east of the
Rocky Mountains, you can access these services everywhere above 1,500 feet and in a number of locations down to the airport surface.
On Feb. 20, 2015, the 10,000th rulecompliant ADS-B aircraft was flown in U.S.
airspace. We are also seeing between 500 and
1,000 new aircraft equipped with ADS-B during any single month.
The FAA maintains a firm position about
the program and is working toward the full
implementation of the ADS-B mandate by 2020. The following are examples of statements by FAA's leadership
during the past year.
According to a June 11, 2014, statement from Michael
Huerta, FAA administrator, before the House Small Busi38

ness Committee on the FAA's 2020 NextGen Mandate:
Benefits and Challenges for General Aviation: "I want to
clarify that equipage for ADS-B Out will only be required
in certain airspace. That airspace is where we require transponders today, so that aircraft can be seen by controllers.
This of course includes around busy airports. If
a pilot flies in uncontrolled airspace - where no
transponder is required today - there is no requirement to equip the aircraft."
Then, in a June 25, 2014, statement made by
Michael G. Whitaker, FAA deputy administrator and chief NextGen officer, before the Senate
Committee on Commerce, Subcommittee on
Aviation on NextGen: A Review of Progress,
Challenges, and Opportunities for Improving
Aviation Safety and Efficiency, Whitaker said:
"Let me be very clear. The 2020 deadline is not going
to change. We are in a position to achieve this important
milestone on time. The cost of equipment has come down
considerably. There is sufficient maintenance capacity to
allow all equipage to occur - in fact, waiting to equip might
