people - thousands of EAA members - would be
forgotten in the rush to the mandate.
The EAA also fought hard on its own to ensure
that one of general aviation's most fertile beds of
innovation and imagination - the experimental
amateur-built segment - still had the ability to
find solutions beyond off-the-shelf options. The
FAA responded positively to our proposal to
allow installing non-TSO equipment that meets
the mandate's technical requirements as an option
for experimental amateur-built aircraft. There
are countless examples of individual ideas in
the homebuilt community becoming the next
breakthrough for the entire GA fleet. (There's a
reason major aircraft manufacturers and suppliers
send engineers to Oshkosh each year to hunt for
new ideas.) Imaginative solutions available in the
homebuilt category add more "better, faster and less
expensive" possibilities for everyone.
As those possibilities increase, and lower prices
make installing ADS-B more feasible, there is a sweet
spot where the slopes of falling prices and availability
of ADS-B installation intersect. We're encouraging
EAA members and other aircraft owners to judge
where that point is and move toward installing ADS-B
if the mandate requires it for them. We know that
ADS-B will be a major conversation topic at EAA
AirVenture this summer, because pilots, manufacturers,
FAA personnel and innovators are all in one place at
the same time. Amazing ideas can come from informal
conversations along the Oshkosh flight line.
Aviators are some of the most technology-savvy
people I know. If new technology or regulations
exclude parts of our community, though, we all lose.
Let's use all ideas and possibilities for innovation so
more people can, as Paul Poberezny often said, "enjoy
that vast ocean of air above us." q

along the way, we're making sure general aviation
concerns are considered and addressed.
At Sun 'n Fun, I hosted a productive stakeholder
meeting that included the FAA, manufacturers and
other GA leaders, including the AEA's Paula Derks.
There, too, we talked about the needs of GA aircraft
owners and how we can work together to make
universal equipage a reality. We'll be reconvening at
AirVenture to share an update on our progress.
With new options becoming available at lower
prices, many aircraft owners tell me they want to
equip, but they just aren't sure when and how to
do it.
To help make that decision process easier, we've
put together a special ADS-B resources section
on AOPA.org that explains the requirements of
the mandate and brings together articles and other
information related to ADS-B equipage. Perhaps best
of all, we're working on an ADS-Selector Tool to
help aircraft owners determine exactly what kind of
equipment they need for the type of flying they do.
We're also going to be installing ADS-B Out
equipment in several AOPA aircraft and taking
you through the process right along with us. With
magazine articles, online features and videos, you
can learn from our mistakes and discover what
really works when it comes to meeting the mandate.
As a community, we've still got a long way to go.
Only about 10 percent of the GA fleet has equipped
so far. But the fact that we're working together,
as a community, to come up with the answers and
options we need is very encouraging.
Our members want to keep flying their airplanes,
and they need continued access to the airspace they
use today. We know how important this is, so we'll
keep working to make sure meeting the mandate
makes sense. q
