Transport Canada Civil Aviation on Brexit
With the upcoming scheduled departure of the
United Kingdom from the European Union on March
30, 2019, there have been many questions as to
how Canadian companies will be able to continue
business with companies in the U.K. The TCCA
has been preparing for this for some time and is
preparing for two possible outcomes.
1.	 If the U.K. and the EU can agree to a timelimited transition period, then the current BASA
with the EU would remain in effect for the
transition period giving Canada and the U.K.
time to prepare a specific BASA.
2.	 If there is not agreement reached, then the
BASA and any other agreement with the
EASA becomes non-applicable to the U.K.
The TCCA and the U.K. Civil Aviation Authority
have been working on technical agreements to allow for
a relatively easy transition after Brexit if no agreement
is reached. These agreements focus on maintenance,
production and type certificates. The TCCA and the
U.K. CAA have committed to completing these before
the end of March. At the time this article was written,
these have not been published. Refer to the TCCA or
U.K. CAA websites for more information.

Transport Canada Civil Aviation has
revised policy on documentation
requirements for parts
The TCCA has revised AC 571-024 on the
documentation required for installing parts on
aircraft. The basis for this guidance is within CAR
571, which covers how new and used parts can be
installed on aircraft. The revision includes updates
based on current agreements that Canada has with
other countries.

Parts sourced from an FAA-approved
manufacturer, whether having a PAH or PMA,
can be accepted with an 8130-3 or a statement of
conformity. Keep in mind that an SoC is different
from a CoC in that the SoC will define the approved
design data. Be careful when receiving parts from
U.S. companies; there are some parts accepted by
the FAA but may not meet Canadian requirements.
Parts from a 145 repair station located outside
the U.S. can be accepted as long as they have a
TCCA authorization. Refer to the TCCA website to
determine if the repair station has an authorization
(http://wwwapps.tc.gc.ca/saf-sec-sur/2/CAS-SAC/
aooah.aspx?lang=eng). Additionally, the 8130-3
should refer to the TCCA authorization.
PMA parts from Japan are acceptable with a
JCAB Form 18.
Parts sourced from an EASA Part 145 AMO
should have a dual release and a Canadian approval
number on the EASA Form I.
Parts sourced from an ANAC Part 145 AMO
should have a dual release and a Canadian approval
number on the SEGVOO 003 form.

Transport Canada Civil Aviation signs
a revised Technical Implementation
Procedure with EASA
In December 2018, the TCCA and the EASA signed
revision 4 of the Technical Implementation Procedures.
This was a simple revision covering the reciprocal
acceptance of the Maintenance Review Board and
Maintenance Type Board procedures. It also contains
updates to contacts, websites and other links.
A much larger revision should be issued later
this year, which will harmonize both the TCCA/
FAA TIP and the FAA/EASA TIP that introduces
the principles of validations and basic type design
definitions.
