aircraft, the ICA or AC. The same
should be true of your business:
Every concern should be evaluated
against the standard and determined whether it is a finding or
not, and then a corrective action is
proposed for findings.
Much of the confusion of FAA
surveillance is the errors and confusing language contained in the
FAA's inspector's guidance. In Vol.
1; Ch. 3 Section 1: Responsibilities
of Aviation Safety Inspectors, the
FAA indiscriminately uses terms
such as discrepancies, observations
and findings. The guidance expands
the confusing use of this language
by referring to both negative or
positive findings. The guidance
further states that: "The PI may
provide a formal letter to the certificate holder outlining the results of
the inspection. This will include all
areas inspected and a listing of any
discrepancies/observations." Again,
this further confuses the intent
and meaning of the discrepancies,
observations and findings.
This is not intended to find
fault with the FAA's guidance, but
rather to encourage the shops to
understand and accept the information that is being given and do
something with it. Before we get
too far, it is important to define
certain elements. First, it is important to review again, the definition of a finding. According to the
FAA, (yes, this is the FAA's own
words), a finding is a "conclusion,
supported by evidence, that there
has been or is a process or product
that is not in compliance with an
established standard." When someone tells you about something they
