practices acceptable to the
administrator, except as
noted in § 43.16. He shall
use the tools, equipment and
test apparatus necessary
to assure completion of the
work in accordance with
accepted industry practices.
If special equipment or test
apparatus is recommended
by the manufacturer
involved, he must use that
equipment or apparatus or its
equivalent acceptable to the
administrator.
Notice the last two sentences. First,
"He shall use the tools, equipment
and test apparatus necessary to assure
completion of the work in accordance
with accepted industry practices."
This sentence tells us that we have a
responsibility to "assure completion
of the work, and that, if necessary, we
must use test equipment to show that
the installation was (1) complete and
(2) correct.
The second sentence highlights
special requirements often contained
within the installation manuals. "If
special equipment or test apparatus
is recommended by the manufacturer
involved, he must use that equipment
or apparatus or its equivalent
acceptable to the administrator."
This last sentence drives the
installer/maintainer to "must use"
test equipment if specified in the
installation/maintenance manuals
or instructions for continued
airworthiness.
This certainly is familiar language
to any repair station (similar to §
145.109); however, this is the root
requirement. This provision of
the regulations requiring the use
of test equipment applies to all
maintenance providers. q
