organization where he worked
on the original implementation
of the 2016 small UAS rule,
which includes Part 107. More
recently, he said, "I worked on
ATC integration of UAS as part
of a program called LAANC,
or low altitude authorization
and notification capability,
which provides real-time ATC
authorization for small UAS."
It was in this job that he met
Brad Hayden, chief executive
officer of Robotic Skies,
along with Eric Butler, chief
financial officer, at the annual
AUVSI convention - that's
the Association for Unmanned
Vehicle Systems International
- when their booths were next
to one another. They stayed
in touch, and Hayden offered
Osantowske the position of
director of operations at Robotic
Skies less than two years later.
At Robotic Skies,
Osantowske's role is to not only
provide service to Robotic Skies'
network of repair stations, but
to provide the strategy for what
that system should look like
and how it should be marketed.
He's in the process of setting
up systems, processes and
standardization.
"As we grow, we need an
established procedure for how
we do everything," he said.
Osantowske earned his private
pilot certificate in 2006.
"When it comes to stick and
rudder skills, that's not my
strong point," he said. "I'm
better at the books. I can grab
any book and absorb it - that's

how I also have my aircraft
dispatcher rating because it's all
bookwork."
It's also why Osantowske did
so well on the remote pilot written
test. He took the test on the first
day it was offered. In fact, he'd
been working on all the laws
involved in the test - to the point
that he reported four questions
on the test were incorrect. As
a certified remote pilot, he is
authorized to operate UAS for
other than recreational use.
Osantowske sees nothing
but robust growth for the UAS
market.
"The small UAS rule opened
the door a crack, and within the
last few months, that door has
been knocked open," he said.
"UAS are truly aircraft and need
to be treated as such, and as
that realization sets in, we'll see
an explosion of missions from
image capturing to delivering
packages along with complex
large unmanned vehicles. That is
all totally attainable in the next
five years."
And along with the "blazing
pace" in UAS market growth,
Osantowske sees vast potential
for maintenance requirements
for the industry.
"Simply put, UAS are flying
computers," he said. "But since
there is no human brain there
to make decisions, everything
is coded and put into the box
to recreate a pilot's brain, eyes
and ears for the sole purpose of
replacing the human in the loop
- and that's all avionics." q
