ADS-B deviation authorization
preflight tool
After Jan. 1, 2020, pilots/operators using aircraft
that do not meet ADS-B Out equipage or performance
requirements may request an authorization to deviate
from the rule to access ADS-B Out rule airspace (14
CFR 91.225 (g)).
To relieve the potential burden on air traffic
control facilities, the Federal Aviation Administration
developed an automation capability to manage
aircraft operator requests for an ATC authorization.
This automation capability, called the ADS-B
deviation authorization preflight tool, uses an existing
FAA website portal, called the service availability
prediction tool, modified to provide the capability.

To be considered for an ADS-B deviation
authorization with ADAPT, requests must meet the
following criteria:
* Aircraft must be equipped with an operational
transponder and operational altitude encoder
(e. g., Mode C).
* Request submitted no more than 24 hours before
flight.

Request submitted no less than one hour before
flight.
An ADAPT request may be denied for a number of
reasons, including:
* Using aircraft without an operational
transponder or without altitude encoding.
* Request submitted less than an hour before
departure time.
* Request requires manual review but is
submitted outside of the review hours (6 a.m.
to 10 p.m. Eastern Time).
* Proposed flight to/from a capacity constrained
airport.
* Proposed flight into non-surveillance areas.

Remote identification of
unmanned aircraft systems
The FAA published a notice of proposed rulemaking
for the remote identification of unmanned aircraft
systems. The remote identification of unmanned
aircraft systems in the airspace of the United States is
intended to address safety, national security, and law
enforcement concerns regarding the further integration
of these aircraft into the airspace of the United States
while also enabling greater operational capabilities.
Submit comments on or before March 2, 2020.

The Aircraft Electronics Association is working
with an industry coalition to address the flawed logic
