and what is the art of the possible," said Brooks, who is
now director of the Raspet Flight Research Laboratory at
Mississippi State University. The lab does a lot of flight
testing for the Department of Homeland Security.

"Literally, we are this close (he held up two fingers an inch
apart) to having some absolutely solid data on that performance
piece that turns everyone lose and says, OK, we understand
what we have to do to maintain well clear," Brooks said. "We
understand what the expectation is, so we understand what
levels of performance are likely to be acceptable even through
our approaches, which come from industry and can vary as
long as they meet that performance standard."
Brooks said later he thinks some detect-and-avoid
avionics being developed for drones will be suitable in the
future for general aviation.
Meanwhile, so much is going on in the emerging market
for small commercial drones up to 55 pounds, and for
even larger ones with bigger payloads, that it would be
hard for one person to keep up with all that is happening.
For one thing, there are hundreds of flight tests every year
at the seven FAA test sites, and that doesn't even include
the research that the National Aeronautics and Space
Administration is doing on how to devise an air traffic
management system for drones. This is called UAS traffic
management, or UTM.

There were 277,000 commercial drones in the U.S. as
of 2018, and the FAA expects in its highest estimate the
number could reach l.29 million by 2023 if growth rates
reach 36%. The FAA sees no growth for the general aviation
aircraft fleet during that time. The FAA recently pegged
that fleet at 220,000 active aircraft, including amateur-built,
rotorcraft, balloons and turbojets.
This is where Brad Hayden comes in; he is working
hard to keep up with the leading edge of this trend. He
saw the potential of maintaining drones and their avionics
as an opportunity for repair shops early on and created
the Robotic Skies network. So far, the network has signed
up 170 repair shops worldwide that are qualified under
FAA Part 145. Robotic Skies provides the member shops
with business development and marketing expertise in the
emerging drone market where things are happening fast.
While Hayden thinks technology will migrate between
the drone and the general aviation markets, he notes that the
aviation industry "is a tough one to disrupt because we are
so safety conscious and regulated."
"There is going to be a lot of bleed over between
manned and unmanned," he said. "Already we can see on
the adoption of GPS navigation technology on unmanned
vehicles. That can apply to unmanned systems and bleed
back over the other way, and you will see these technologies
eventually make their way back onto manned aircraft."
One hallmark of drone avionics is systems can be very
small, lightweight and inexpensive so they can fly on small
drones. The FAA requires operators to register drones
weighing more than 250 grams. DJI of China, which has a
70% market share for small drones, just rolled out a new
model weighing 249 grams with a camera system that won't
have to be registered. You can hold it in the palm of your
hand.
DJI had sales nearly double to $2.7 billion in 2017.
The company announced in 2019 it starts installing a tiny
ADS-B In on all of its drones it sells in 2020 that weigh
more than 250 grams. This is good news for all general
aviation aircraft equipped with ADS-B Out. The idea is to
alert all DJI drone operators to manned aircraft operating
near them. This is another reason why general aviation
aircraft owners who don't have ADS-B Out might consider
buying it.
The ADS-B In promise was part of a 10-point plan DJI
has to improve safety that it outlined in a white paper that
