Receiving Inspection:
Traceability
The following information is provided by NATA

Question:

What documents are acceptable for showing
traceability for aviation parts?

Answer:

Traceability is defined as the "ability
to establish that a part or material was
manufactured under Part 21 or were
previously determined to be airworthy
under Part 43."
Possible sources for making a traceability
determination could be shipping tickets,
invoices, parts markings (i.e., PMA,
TSOA), data plates, serial/part numbers,
manufacturing production numbers,
maintenance records (which could
include logbook entries), work orders,
or any other means acceptable to make
a sound determination of airworthiness
or any other means acceptable to
the administrator to make a sound

Draft AC 66-08 v1.0 - Part 66 aircraft
engineer licenses - privileges
This is the initial advisory circular for Part 66
aircraft engineer licenses - privileges. This AC
provides information and guidance to current and
future holders of a Part 66 aircraft maintenance
engineer license and maintenance organizations, on
the privileges of each category of a Part 66 license.

Note: Caution should be exercised when
receiving a "certificate of compliance"
that has a statement such as "document
with traceability to the manufacturer
available upon request." This does
not alone establish traceability to the
PAH. While this is certainly familiar
language to any repair station (similar to
§ 145.109), this is the root requirement.
This provision of the regulations
requiring the use of test equipment
applies to all maintenance providers.

The FAA publishes an excellent guide for
the design and development of a receiving
inspection system for aircraft parts and materials
as advisory circular 20-154. The aim of this AC
is to establish sufficient traceability to establish
that the part(s) were manufactured under Title 14
of the Code of Federal Regulations Part 21, were
previously determined to be airworthy under
14 CFR Part 43, and produced to established
industry or U.S. government standards or
accepted foreign standards.
While a receiving inspection is not a regulatory
requirement in Part 145, there is a requirement
for the "description of the system and procedures
used for inspecting incoming raw materials to
ensure acceptable quality" (§ 145.211 (c) (1) (i)).
Regardless whether your receiving system is to
the minimum standards of Part 145 or a thorough
receiving inspection, AC 20-154 is a good
reference of information. q

This advisory circular applies to:
* Licensed aircraft maintenance engineers.
* Approved maintenance organizations (Part 145
of the Civil Aviation Safety Regulations 1998).
* Certificate of approval holders for aircraft
maintenance (regulation 30 of the Civil
Aviation Regulations 1988).
The Civil Aviation Safety Authority is seeking
feedback on whether it provides adequate guidance
on the privileges of each category of a Part 66
license before the AC is published.
