New Zealand: A note from Tom Gormley

The European Union Aviation Safety Agency
has taken an important step toward increasing
cybersecurity protection of large airplanes and
rotorcraft by amending the rules related to the
product certification.
These amendments will step up safety on board
by mitigating the potential effects of cybersecurity
threats that could arise through intentional
unauthorized acts of interaction with the aircraft's
onboard electronic networks and systems.
The EASA certification specifications,
acceptable means of compliance and guidance
material will be updated to reflect the stateof-the-art for the protection of products and
equipment against cybersecurity threats. The
amendments will also improve harmonization with
the FAA regulations. Overall, it is foreseen that
these amendments will improve safety without
introducing any negative societal or environmental
impact. The economic impact is ranked as limited
to neutral.

The New Zealand government-supported ADS-B Grant
Scheme has now received over 570 applications and over
290 claims since the scheme was launched in March. In
June, 86 claims were approved, totaling $263,016.50,
which was paid out in July. By the end of July, over
$620,000 was put back into the aviation system, providing
participants with some welcome relief.
Overall uptake of ADS-B has remained encouraging
since workshops reopened, with another 66 new aircraft
being detected with ADS-B in June. This takes the
number of aircraft equipped with ADS-B to 881. New
Zealand's commercial fleet totals approximately half
of these equipped aircraft, with around 700 aircraft
outstanding - the Grant Scheme is seeing a number of
commercial operators submitting applications for aircraft
to be upgraded up to a year away. It is a positive sign
that many are planning their installations well before the
proposed Dec. 31, 2021, mandate, and all New Zealand
participants are encouraged to remind operators about
ADS-B and urge them to equip as soon as possible.
