Amendment to AWM 566
Last year, Transport Canada Civil Aviation
published a notice of proposed amendment to
amend AWM 566 in regard to the requirements
to obtain an M1 and M2 license as it pertained to
experience on SFAR 41C aeroplane types. These
proposed changes came into effect as of Oct.
20, 2021. Also, AC 566-002 was published to
provided clarification on how the AWM changes
will be applied and to allow for a 12-month
implementation period. The changes made will
mean that experience on SFAR 41C aeroplanes
will lead to an M1 license only.
The AC indicates that between now and Dec.
1, 2022, an applicant may obtain an M1 or M2
based on experience with SFAR 41C aeroplanes
obtained prior to or during this period. If you have
an M1 or M2 already, no further rating can be
obtained. After Dec. 1, 2022, experience on SFAR
41C aeroplanes will lead to an M1 rating only.
The amendment to AWM 566 also included
changes to the photo requirement and the validity
period. The AME license will no longer require a
photo, and the validity period has been increased

TCCA issues a state safety program
Transport Canada Civil Aviation has issued a
state safety program in accordance with ICAO
Annex 19. This Annex defines the international
standard for a safety management program
for civil aviation. The SSP contains four basic
elements:

State safety policy and objectives.
State safety risk management.
State safety assurance.
State safety promotion.
The SSP defines how Canada will manage
aviation safety within its own system, and it
applies to all " government partners. " The SSP
identifies five directorates within Transport
Canada that will have responsibilities in
connection with the SSP, but TCCA is the lead
organization responsible to ensure the targets
set are achieved. The implementation will be a
gradual process, but it also recognizes what is
already in place with TCCA and industry.
The SSP identifies that the Canadian Aviation
Regulations currently require that CAR 705
operators and AMOs, aerodromes, air traffic
services and private operators (CAR 604) require
an SMS program. The SSP then identifies that
TCCA is encouraging design organizations
to implement an SMS program meeting the
international standard, SM-0001 (this can be
obtained through the Aerospace Industries
Association website at aia-aerospace.org).
TCCA will issue a letter accepting the program
once it has been assessed, but it is totally
voluntary. Of note here is that Annex 19 also
identifies design organizations, commuter, air
taxi and the associated AMOs as requiring SMS
programs. This is noted in the SSP and advises
organizations working internationally that you
may be asked by a foreign aviation authority to
provide your SMS program.
