CARES Act saved some businesses

and CEO Ed Bolen also testified to the subcommittee.
In his printed statement, he recounted the experience
of Teterboro, a premier general aviation airport.
Operations there dropped by more than 65% in June
2020, and through the end of 2020, fuel sales and
operations were still down by 50% from pre-pandemic
levels. The airport employs 5,000 people and delivers
$1 billion in economic impact to the local community.
Bolen thanked the subcommittee's leaders for
helping to pass the CARES Act in March 2020 with
the Payroll Support Program that helped small air
charter operators and others who do not have access to
capital markets and were in desperate need of relief.
" In addition to PSP, many of our (NBAA) members
are still in business today thanks to the Paycheck

Protection Program, " Bolen wrote. While targeted
at the airlines, PSP helped many general aviation
commercial operators and prevented some layoffs.
There are hundreds of stories about how PSP and PPP
preserved general aviation jobs.
" Unfortunately, many air charter operators are
continuing to face a decline in business travel, so
we appreciate PSP and PPP's extension through the
Consolidated Appropriations Act of 2021 to provide
continued relief, " he wrote. Under the CARES
Act and the Consolidated Appropriations measure,
general aviation airports received $145 million in
relief, allowing them to continue operating during the
pandemic.
In addition, a broad coalition of general aviation
groups requested a temporary suspension of aviation
fuel taxes to boost demand for services. Congress
temporarily suspended the 7.5% tax on commercial air
transportation but did not take similar action for the
noncommercial general aviation fuel tax.
