organizations, every authority requires a quality
management system - a management system
designed to assure the accomplishment of the
organization's quality objective.
the integration of management systems. Here, ICAO
acknowledges that, " Aviation organizations vary
greatly in terms of overall size and complexity. Each
organization has a layered management system that
is composed of multiple subsystems given direction
through some type of governance system. "
ICAO further recommends that, " The organization
should integrate organizational management systems
designed to achieve specific organizational goals, i.e.
provide products and services to customers. A holistic
organizational management system has often been
referred to as an integrated management system or
simply the organizational-management system. "
The fundamental concept seems to have been
missed by most of the authorities that mandate and
then measure the effectiveness of safety management
systems totally independent of the approved
maintenance organization's management systems. Basic
business: For a business to be successful, it must have
a management system! This is not to suggest that all
management systems are equal. But as ICAO points
out, " Typical management systems within an aviation
organization may include:
* A quality management system;
* A safety management system;
* A security management system;
* An environmental management system;
* An occupational health and safety management
system;
* A financial management system; and
* A documentation management system. "
Before we get too far into this, we must recognize
that ICAO Annex 19 states, " Standards and
recommended practices contained in this Annex shall be
applicable to safety management functions related to,
or in direct support of, the safe operation of aircraft. "
Within Annex 19, ICAO starts by addressing the
country's responsibilities (state in ICAO language)
under the state safety program, then generically
requiring the states to mandate a safety management
system for all certificate holders. That is, businesses
that may or may not already have a quality management
system.
In the case of approved maintenance organizations,
every authority requires a quality management
system - a management system designed to assure the
accomplishment of the organization's quality objective.
A quality management system is a set of internal rules
that are defined by a collection of documented policies,
processes, procedures and records. This system defines
how a company will achieve the creation and delivery
of the products and services it provides to customers.
When you look at the regulatory requirements for
approved maintenance organizations, they begin with
defining the organization's infrastructure, organization,
staffing and operations. The regulations typically
contain a requirement for a quality assurance program
or, like the Federal Aviation Administration, a quality
control program. Regardless of which approach the
authority has taken with regulations, the overall AMO
exposition is, by definition, a quality management
system. Consider that, independent of the infrastructure,
organization and staffing, the operations are addressed
by a quality assurance system. As a reminder, quality
