News & Regulatory Updates
TCCA updates - Canada Connect
The AEA Canada Connect Conference took place in
Toronto, Aug. 25-26. The session was well-attended
and included Jeff Phipps from the Operational
Airworthiness Standards division at Transport Canada.
Phipps and his team have been great supporters of the
AEA, and this was the agency's first in-person trip to
an AEA event since 2019.
During the session, Phipps provided updates on
activities within TCCA, including the NORSEE
exemption, COVID-19 activities and international
agreement revisions, details of which have been
covered here before. The other items covered
included:
* CAR 521 NPA Development - Ongoing work
is being completed on the revision to CAR
521, and it is expected the NPA will come out
in 2024. The notable item in this revision will
be the provisions for a delegate to provide a
design approval without issuing a supplemental
type certificate. There will be limitations to
this, but the intention is to provide some similar
abilities for alterations as is allowed in the U.S.

There is a plan to prepare an exemption of this
proposed change to CAR 521 and authorization
individuals on a trial basis. This should be
available early in 2023.
* Undocumented Parts - The exemption
that allowed avionics shops to manage
undocumented parts outside of the requirements
to 571 was reissued (NCR-006-2022), which
is effective until February 2024. The NPA to
permanently change CAR 571 is completed
and will be issued in early 2023 once the AC to
accompany the change is completed.
* A clarification on the acceptance of Federal
Aviation Administration STCs for certain aircraft
types was provided. As discussed before only
those STCs issued to aircraft on the eligibility
list will be automatically accepted (covered
in IPB 2020-17). This is a change from past
policy and old guidance. New guidance is
being drafted, and Operational Airworthiness is
already recommending that this recent decision
be reversed and the new policy be developed
to provide clear guidance to allow for what has
been accepted for many years.
ADS-B update
TCCA issued a report that summarizes the feedback
from industry with the ADS-B issue paper that went
