main themes heard in this report were:
insufficient time to convert the fleet; the
inability to develop STCs due to lack of
standards and specific issues with older
aircraft; and the economic cost.
The next step beyond extending the
implementation dates is for TCCA to
conduct further stakeholder consultations
based on the feedback. This will involve
contacting the respondents with Nav
Canada to get clarifications and further
details. This will begin in the fall of
2022. It is not clear what will happen
out of these consultations, but hopefully,
it will result in better standards for
installation and appropriate timelines for
implementation. q

The following is from an inquiry to the European
Union Aviation Safety Agency.
Question: I have been reviewing the AMC/
GM and I cannot find a reference when revisions to
the Part-145 expositions are required. I know the
applicability date for SMS is 2 December 2022 and
full compliance in 2024, but I cannot find a reference
of when the implementation of basic elements is
expected. Can this be delayed until 2024?

inefficiencies and allowing short-time
interoperability of aircraft between

Basically, you are right, a Part-145
organization could in theory delay till later
(before 2-Dec-2024) the amendment of
the MOE, still living with open 'transition
findings.' However, the risk is that, in practice,
the competent authority does not have the
resource then to review everything before the
deadline, so there is a risk for the organization
to be limited/suspended at this time.
