aircraft while operating internationally or in the inability to export U.S.manufactured
or -certificated aircraft to countries that did adopt the ICAO
standards.
In fact, a December 2020 EPA Resource Information paper states,
" The rule helps ensure that U.S.-manufactured airplanes and airplane
engines are accepted by nations and airlines around the world. Without
this final action, nations could ban the use of any airplane within their
airspace that does not meet ICAO standards. "
The NPRM is only one part of the U.S. Aviation Climate Action
Plan, which aims to achieve net-zero greenhouse gas emissions from
the U.S. aviation sector by 2050. Other initiatives in the Aviation
Climate Action Plan include an FAA match of more than $100 million
research contracts to increase aircraft efficiency, reduce noise and
aircraft emissions, and develop and implement new software to reduce
taxi delays, as well as the Sustainable Aviation Fuels Grand Challenge,
announced in 2021. The SAF Grand Challenge hopes to encourage
production of 3 billion gallons of sustainable fuel and reduce aviation
emissions by 20% by 2030.

rule's stick. The Inflation Reduction Act of 2022 includes tax credits up to
$1.75 per gallon of SAF purchased in an attempt to increase demand and
encourage producers to step up the processing and distribution of SAF.
