Each certificated repair station must -
(a) Designate a repair station employee as
the accountable manager;
(b) Provide qualified personnel to plan,
supervise, perform, and approve for return
to service the maintenance, preventive
maintenance, or alterations performed
under the repair station certificate and
operations specifications;
(c) Ensure it has a sufficient number of
employees with the training or knowledge
and experience in the performance of
maintenance, preventive maintenance, or
alterations authorized by the repair station
certificate and operations specifications to
ensure all work is performed in accordance
with Part 43; and
(d) Determine the abilities of its
noncertificated employees performing
maintenance functions based on training,
knowledge, experience, or practical tests.
It is important to note that EASA has a
slightly different requirement than the
FAA.
There is a further requirement in the
repair station manual (exposition) to provide
an organization chart and define the roles
and responsibilities of the management
personnel. But note, the regulation only
requires management personnel, not all levels
of management, supervisors, technicians or
inspectors.
§ 145.209 Repair station manual contents.
A certificated repair station's manual must
include the following:
(a) An organizational chart identifying -
(1) Each management position with
authority to act on behalf of the repair
station,
(2) The area of responsibility assigned to
each management position, and
(3) The duties, responsibilities, and
authority of each management position.
FAA Advisory Circular 145-9A continues
with this description: " The organization chart
identifies (by title only) each management
position with authority to act on behalf of the
repair station. " Unfortunately, the example
for a small repair station is in error in that it
is inconsistent with the regulation or even the
introduction of the organizational chart section
of the AC. In the small repair station example,
the only management person " with authority
to act on behalf of the repair station " is the
owner/president/accountable manager.
3-1. Organization Chart.
a. Reference. Section 145.209(a).
b. The organization chart identifies (by
title only) each management position with
authority to act on behalf of the repair
station. If the repair station performs
work for air carriers or air operators
under Part 145, section 145.205, and is
performing RII, the FAA suggests that the
chart reflect the separation between the
maintenance and inspection departments.
It is important to note that one of the points
of confusion is that the organization chart
submitted as part of the application process
is more thorough than the organization chart
required for the repair station manual.
§ 145.51 Application for certificate.
(a) An application for a repair station
certificate and rating must be made in a
format acceptable to the FAA and must
include the following:
(4) An organizational chart of the repair
station and the names and titles of
managing and supervisory personnel.
Quality management systems do encourage a
full organizational chart; however, the only part
of such a chart that would be regulatory would
be the management positions " with authority to
act on behalf of the repair station. " q
