Risk of the 5G network
Transport Canada Civil Aviation has been
working with the Innovation, Science and Economic
Development Department on the rollout of the 5G
network and the potential impacts this may have
on aircraft operations. The issue has to do with the
frequency band to be used by 5G networks that will
cover the 3450 MHz to 3980 MHz band. The most
notable issue is with radio altimeters and the systems
that rely on them such as TAWS, TCAS or Autoland.
The 5G network has caused issues in Europe where
the new network has already been in use. Lowaltitude
operations appear to be most affected, as
many radio altimeters at low altitudes operate in the
3700 to 3980 MHz band.
ISED has taken some measures to mitigate the risk
such as providing exclusion and protection zones as
well as implementing a nationwide down-tilt for the 5G
antennas. Additionally, TCCA has been working with
operators to reinforce the need to ensure that PEDs are
non-transmitting during all phases of flight.

TCCA is recommending that operators and
installers perform risk assessments on the potential
for the 5G network to interfere with equipment and
implement limitations or procedures to mitigate
the risks. During the testing of a new installation
(of affected equipment), it may be beneficial to
specifically test the effect the 5G network would
have on the system (in VFR conditions). It is
recommended that ground testing be conducted first
to identify the issues prior to flights.

Electronic Record-keeping
Advisory Circular
Transport Canada Civil Aviation has issued
advisory circular AC 521-101 regarding guidance
on electronic record-keeping systems for type
design holders (TC, TSO and STC). This guidance
is intended to cover design modeling systems and
technical publications as well. The timing of this
guidance is interesting given that most companies
went to electronic record-keeping systems 20
years ago. It may not be possible to change
