TCCA states in the AC that there

or acceptance of the recordkeeping
system, but " it would
greatly benefit both the DADH
and TCCA " to have agreement by
TCCA. The AC also states that
it provides a means (but not the
only means) of demonstrating
compliance to the regulatory
requirements. This seems
inappropriate since there is no
requirement to have an approved
record-keeping system in the
regulations. It only states that one
shall establish a record-keeping
system.
In the end, the details provide
some decent information on what
should be considered when setting
up the system. However, it oddly
states that the design holder should
seek TCCA's agreement on the
format for which records are kept.
This means it is up to the design
holder to ensure that TCCA can
use the format it chooses rather
than TCCA ensuring their systems
are up to date and can manage any
predicted formats.
In reviewing this AC, it was also
noted that CAR 521 still requires
design holders to provide six copies
of technical publications to TCCA.
This means paper copies. In today's
electronic era, this seems a little
odd.

EASA publishes European Plan for Aviation Safety
2022-2026
The European Union Aviation Safety Agency published the 11th edition of
the European Plan for Aviation Safety. EPAS sets out the strategic priorities
and main risks affecting the European aviation system and defines the
necessary actions to mitigate them, with the primary objective of further
improving aviation safety. EPAS is the regional aviation safety plan for EASA
member states. It supports safety management at the state level and constitutes
the main input to the EUR RASP for the ICAO EUR region.
The COVID-19 pandemic continues to have significant repercussions for
the entire aviation sector. Accordingly, recovering from the crisis without
adversely affecting the high level of safety performance is included as a new
focus area within the existing strategic priorities.
In addition to addressing the safety issues emerging from COVID-19, this
edition supports the further modernization of the aviation system in the areas
of safety, efficiency, level playing field and environmental protection.

NPA 2021-15: Continuing airworthiness rules for
electric and hybrid propulsion aircraft and other nonconventional
aircraft
This NPA proposes to amend the different Annexes to Regulation (EU) No
1321/2014 to address the regulatory gaps the agency has identified regarding
non-conventional aircraft (aircraft other than airplanes, rotorcraft, sailplanes,
balloons or airships) or airplanes or rotorcraft with a powerplant other than a
piston engine or turbine.
Several of the regulatory gaps need to be addressed, as some requirements
of the rule are unnecessarily explicit regarding the list of aircraft categories or
powerplants considered, leading to blocking points that would be eliminated by
considering a new aircraft category, " any other aircraft/powerplant. "
Also, in the Part-66 licensing system, new training and experience requirements
are proposed that would entitle maintenance certification rights for these aircraft.
Finally, some alleviations that the rule permits, which were intended to
apply for simple aircraft, are established in the rule using a piston engine as a
discriminant of a simple aircraft, but this is no longer the case and has therefore
led to certain proposed regulatory changes in this NPA.
