The following is from an inquiry to FAA AFS-300, Repair Station Section.
Recent canceled repair station applications
Question: After receiving a couple of phone calls from AEA members working on their
repair station application only to have the local FAA office cancel their application, I asked FAA
headquarters:
" I've had a couple of applicants whose application was canceled recently. I normally
will get a call every year or two about a cancellation. Generally, I can see why they were
canceled. However, I've received two calls in the last two weeks. Has there been a new
policy or guidance issued that may be pushing the inspectors to clear their slate? "
Answer: The FAA answered the question with:
" The Certification Services Oversight Process is a tool for the office to determine what
resources are required and what resources are available. This initiative requires the offices
to ensure all available resources status are update.
You may be witnessing the result of SAS 3.5 issued in November 2021.
The applicants that you are inquiring of should be aware of the reason why their certification
is terminated. "
14 CFR 145.53(a) states: " Except as provided in § 145.51(e) or paragraph (b), (c), or (d) of this
section, a person who meets the requirements of subparts A through E of this part is entitled to a
repair station certificate with appropriate ratings prescribing such operations specifications and
limitations as are necessary in the interest of safety. "
There is a reasonable assumption that dates to the Part 145 predecessor, Civil Air Regulations Part
52, that before an application is made for a repair station certificate, the applicant would be thoroughly
familiar with the repair station regulations. The advisory materials (CAM 52) section 52.5-1 stated:
" Procedure for applying for a repair station certificate (CAA rules which apply to § 52.5)(a)
General. When the applicant has satisfied himself that he is thoroughly familiar with the
contents of this part, he shall make application for a repair station certificate on Form ACA394
[current FAA Form 8310-3]. "
This is not a new topic. As part of the AEA Certified Repair Station Training Course, we suggest
that any applicant for a repair station be ready before they contact the local FAA office. They
should know the regulations, guidance and policies applicable to Part 145, and have the requisite
manuals at least 80% complete.
Time is critical. It is extremely difficult, if not impossible, to certify a repair station while you
are busy being a technician. q
