Current TCCA activities
The AEA International Convention & Trade Show
took place March 28-31, and for many, it was the first
time to a convention of any kind in almost three years.
During the Canadian roundtable session, Transport
Canada Civil Aviation provided information on its
current activities as it relates to the AEA membership.
The past two years have been a relatively busy time
for the standards team, but they are slowly winding
down on the pandemic-related activities and catching
up on other files.
* Some of the pandemic-related items you should
be aware of will be expiring this year and
should be looked into to ensure you are meeting
the requirements. Two exemptions related to the
AME licence were issued and will expire July
31, 2022. These were for the extension of the
validity period and the recency requirements.
If your AME license expired between March
1, 2020, and July 31, 2022, you must get it
renewed prior to the expiration date. The sixmonth
extension to the recency requirements
will end July 31, 2022.
* There were two internal process bulletins
issued to allow training organizations to carry
out training online. These will likely expire
at the end of 2022, but it is expected that the
training standards will change to allow for
online training to become a permanent valid
training method moving forward. Additionally,
the information issued on remote surveillance
will continue to be used for the foreseeable
future. The TCCA expects to develop guidance
and requirements for when it can be used as a
standard process.

Several international maintenance agreements
are in revision and should be issued later this
year, which will improve the practices used with
each state. These include the U.S., Brazil, Japan

and the European Union Aviation Safety Agency.
* CAR 521 is still on the table and being worked
diligently, but there is significant work to
be completed to ensure all comments are
dealt with and the new NPA is vetted ahead
of time. Expect to see changes to the major/
minor design change requirements and better
coordination between CAR 571 and CAR 521.
* An exemption is in work to allow for the
installation of NORSEE parts. These are parts
that are built to a recognized FAA process but
will not come with an airworthiness release.
The exemption will be issued against CAR 571
to allow these parts to be installed given the
proper design data is prepared.
* New guidance is being prepared for type
training and ACA/SCA authorizations. There
has historically been some confusion on the
training requirements and the ability to release
aircraft. This guidance will be issued in
conjunction with an exemption that will allow
E-rated AMEs to release certain types of work
without a full type course being completed.
And, of course, ADS-B was discussed. Details
on this issue were published in the April issue of
Avionics News. The TCCA informed the group in
this session that a decision was made within the
aviation policy group that a regulatory change was not
required for Phase I of the implementation. However,
a change to AWM 551 was required to provide the
installation standards. The change to AWM 551 will
come out as an NPA at the earliest in November
2022. This means the earliest a standard could be in
place would be sometime around March 2023. This is
obviously past the date for Phase I implementation.
The implication is that a possibility exists that the
initial phase will have a " grace " period to allow for
owners to properly equip their aircraft. This is not
a definitive result at this point though. The AEA is
working with the TCCA and other associations to find
a better way to introduce this requirement, and more
information will be coming. In the meantime, if you
have customers who will be affected, begin to look
into the options that may be available. q
