You've met the U.S.
ADS-B mandate
and must travel
internationally.
WHAT NOW?
ith ADS-B coming to countries outside the United
States, how can operators prepare for international
trips with other countries' ADS-B systems?
Planning, of course, country by country, location after location.
Since the Federal Aviation Administration's mandate for
ADS-B Out went into effect over 28 months ago on Jan. 1,
2020, this article assumes most aircraft owners and operators
in the U.S. already comply with the mandate. For those new
to business and general aviation, let's cover some old ground
to describe the requirements in the continental U.S., Alaska,
Hawaii and its territories. But first, here are important
reminders on equipage.

978 MHz Universal Access Transceiver
The FAA tried to do a favor for the light generalaviation
segment and bifurcated its ADS-B
mandate. For operators flying at or below 18,000
feet above sea level, the FAA offered the Universal
Access Transceiver on the 978 MHz band and
ADS-B In - with some perquisites to encourage those
GA operators to buy in at a lower cost.
The FAA gave the 978 MHz system tools already
popular with pilots and owners of higher-end generalaviation
aircraft. Those tools - stand-alone, active trafficavoidance
systems and subscription-based in-cockpit weather
- cost more than half the value of thousands of light generalaviation
aircraft, ones considered entry level in the hierarchy
of single-engine piston-powered aircraft. That defines older,
slower fixed-gear four-place machines like older Cessna 172s
and Piper's venerable Cherokee line, the PA-28 series.
For many pilots, the cost of those two tools often represented
as much as half the market value of their planes, so those folks
went without. The 978 UAT products remedied the affordability
issue since access to the weather and traffic tools came free as
an FAA service supported by fuel taxes and other levies. And
purveyors of a new generation of electronic flight bag software
provided integral receivers and display graphics to show the
