the ADS-B In services quickly gained a following that
reinforced research the FAA conducted.
Questions about the effectiveness of a free weather/
traffic system produced its share of doubters. Today,
questions such as this don't tend to come from pilots
and operators who've already voted with their wallets
- years ago - by installing active traffic-avoidance
hardware and subscription-based satellite weather
receivers: " Is it worth the costs? "
Asking that of a system available for a few hundred
dollars seems a wholly ironic question from people
who've spent thousands on hardware, installation and
subscriptions for the combination
of a traffic-avoidance system
and weather-data receiver. Many
pilots in this group sniffed at the
prospect of such free services -
often commenting that ADS-B
held no benefits for them since
they were already equipped with
traffic and weather avoidance
tools.
They determined the number of ADS-B In-equipped
non-air carrier aircraft and compared that to the FAA's
fleet forecast for GA. Accidents, by type, involving
ADS-B In-equipped aircraft were divided by the number
of equipped operations.
But irony aside, few pilots who
lacked the budget for those more
powerful options doubted the
potential safety benefits of the
products available via ADS-B In.
How could nearly-live traffic and
minutes-old weather products fail
to be beneficial to the safety of
flight? For many pilots, it was a
case of " show me the data. "
Thankfully, the FAA had the
data, which showed accidents are
less likely for aircraft equipped with ADS-B In. The
data came from a paper by D. Howell and J. King of
the Regulus Group, which provides system engineering,
program management, and air traffic support for
multiple FAA and Department of Defense programs.
Titled, " Measured Impact of ADS-B In Applications
on General Aviation and Air Taxi Accident Rates, " the
paper was prepared for presentation at the 38th Digital
Avionics Systems Conference.
The Regulus researchers focused on five years of
safety data spanning 2013 to 2017. In their analysis,
Regulus researchers used a fleet method to identify
changes in accident levels.

The study found a 53% reduction in the likelihood
of an accident for general aviation and air taxi aircraft
equipped with ADS-B In. In addition to the 53%
reduction in the likelihood of an accident, the study also
found that the likelihood of a fatal accident decreased
by 89% for aircraft using ADS-B In.
Those findings echoed predictions from a 2007
business case prepared by the FAA's Surveillance and
Broadcast Services Program Office that helped the
case for providing ADS-B In's weather and traffic
services. That business case produced
an estimate that ADS-B would help
to reduce four types of GA and air
taxi accidents: midair collisions;
weather-related accidents; controlled
flight into terrain; and weather/CFIT
accidents. No surprise, these results
further boosted interest in ADS-B In
and the benefits it offers for the cost
of a receiver.
Getting in with In
We still enjoy the benefits of a
package of services rooted in the
job once exclusively performed by
FAA staff. In the case of aviation, the
closest we get to a free lunch could
arguably be the products and services
the FAA delivers under the umbrella
of ADS-B In. The delivery system
for ADS-B In: The ADS-B network's
near-800 ground stations.
More popular than expected, ADS-B In garnered
wider early acceptance than ADS-B Out - and a recent
study showing the safety benefits of ADS-B In stands to
draw more users to its services. Its products and services
are, after all, wholly targeted at improving pilots'
situational, weather and traffic awareness - and all as
part of an effort to further improve general aviation
safety.
So what constitutes ADS-B In? That's what we
examine this month: The basic services available via
ADS-B In, how it works - and a glimpse into the range
of hardware available to deliver the In products to
cockpits.
