international diplomacy and professionalism.
" Besides being a fairly friendly sort of chap,
I enjoy learning about other ways of doing business, "
Thompson said. " For instance, in the Far
East, it's more beneficial to take your time and
let your host dictate the pace. Once in China, we
spent three days talking about a myriad of social
and personal topics and drank inordinate amounts
of tea. Patience, listening and absorbing the
unspoken messages my client was telling me paid
dividends. I suggest that maybe one of the greatest
skills a business development strategist or salesman
can have is listening. "
Facing challenges on many fronts
From COVID-19-induced supply chain issues
to growing competition to a slowing retrofit market,
leading REBTECH's international business
development, or any company's for that matter,

one for REBTECH, though, is more and more
aircraft are coming direct from the factory with
night vision-compatible lighting as standard.
REBTECH's contract with Bell to integrate night
vision lighting at the factory is proving lucrative;
however, the general market is slowing, according
to Thompson.
" At one point, REBTECH led the lighting
field, supplying the majority of NVG lighting
to the U.S. emergency services, " he said. " Now
competition is there, and the profits are not as
lucrative. Utilizing my experience working in the
Middle East and Africa as well as APAC countries
and Europe, I'm slowly opening up leads
into other regions where the need for NVG has
not yet been fully realized.
" Couple this with the new division to cover
and backfill the missing business in Texas and
the United States. Eventually, I hope to have
both streams equally dominant in their respective
arenas. But for now, it is head down and
work hard. " q

contained in the preliminary and final reports to adjust its current certification
and oversight system. By highlighting and retaining the history of its control of
repair station activities, the report and AMC will aid consistency and standardization
in agency interpretation and application.
The final report and draft AMC document will focus on the performance
standards required by the plain language of the regulation to support the recommended
elimination of prescriptive guidance and application. The draft
AMC will contain all regulatory compliance information and clearly distinguish
the minimum standards contained in the regulation, historical meaning
and intent, and application from best practices.
To ensure all the information was gathered in one place, the working group
decided to draft an acceptable means of compliance style document, like the
European Union Aviation Safety Agency 145 AMC. To capture all of the information
necessary to fully understand the repair station regulations, the AMC
is expected to be over 300 pages. The AMC is being structured so the agency
can disseminate condensed versions of the information to different stakeholders
without losing the history, purpose, intent and performance standard upon
which compliance with 14 CFR Part 145 must be based. Industry will be
able to benefit from the final report and draft AMC even if the agency never
publishes the final AMC. One of the important elements of the 1962 transition
from the CARs to the FARs is that all the guidance documents contained with
CAR 52 and CAM 52 are still valid today. In addition, all the regulatory preamble
language, the legal interpretations as well as the Regulatory Consistency
Communication Board decisions are valid. The AMC will place all this information
in a single, easy-to-reference document.
A timeline of the history and application of 14 CFR Part 145 establishes that
information from the original rendition is still valid and can be relied upon to
ensure continuity of the basic safety elements inherent to repair stations.
To help the aviation industry as well as the civil aviation authorities that rely
on this information, the draft AMC format will be structured with six fundamental
areas:

Regulation number: Allowing consistency from the regulations to guidance
to agency policy.

Scope: To minimize regulatory creep, each regulation is published
with an intended scope. This section will help users of the document to
remain focused on the intended scope.
Acceptable means of compliance: As indicated, this is the performance-based
means of compliance.
Guidance material: Should the agency personnel need instructions to
oversee requirements, these materials will be included. In many areas
of 14 CFR 145, the AMC will suffice.
Related regulations: The sections of 14 CFR 145 are interwoven with
each other. As an example, 145.163 is directly linked to 145.151, 153
and 155. This section will show this interrelationship.
Additional information: This section is intended to provide important
information that may not fit into any other area.
According to philosopher George Santayana, " Those who do not learn
history are doomed to repeat it. " This is especially true of the regulations of
maintenance. The basis for control of repair station activities cannot be lost
again. q
