parties and software that can
help with KYC, but the U.S.
government provides valuable
information through the
Consolidated Screening List
published by the U.S. Department
of Commerce's International
Trade Administration (https://
www.trade.gov/data-visualization/
csl-search). The CSL combines
the resources of the Departments
of Commerce, State and Treasury
into a singular relatively easy to
use platform.
Kolich points out that the
Federal Aviation Administration
uses an aircraft owner-based
registry, while some countries
register aircraft in the operator's
name, so providers may have to
dig deeper into the ownership
structure to identify the relevant
parties. Providers should also be
identifying the beneficial owners
of aircraft owned through trust,
lease-back financing, or similar
less-than-traditional ownership
structures.
" Criminals may try to conceal
or outright lie about aircraft
ownership, so no KYC protocol
is foolproof, " Kolich said. " But
checking customer and owner
names against the CSL and
utilizing sound KYC practices
takes very little time and provides
extra protection for you and your
organization. "
The U.S. is not the only country
with these restrictions, so if
you are based or have locations
outside of the U.S., check with
your regulators to see if similar
prohibitions are in place. For
