acceptable means for evaluating an alteration under the FAA
regulatory structure to determine if it raises to the level of
a major alteration. The regulations are clear on the process
to follow once a determination has been made, but until
recently, there wasn't clear guidance on how to make an
evaluation. ASTM standard F3361, Classifying Alterations
for In-Service Aircraft Under FAA Authority Oversight,
was reviewed by the FAA and deemed to be an acceptable
means of compliance on July 12, 2019. This training will
review the regulations and the ASTM guidance on evaluating
alterations.
The last of the revised training is the Instructions for
Continued Airworthiness course. Every alteration requires
that we evaluate the technical (engineering) change to the
aircraft or article. Then we have to evaluate if the physical
change requires a change in the flight manual (or pilot
operating handbook). And finally, we have to evaluate if
the physical change requires a change to the ICA. In many
cases, when we remove and replace an item, we need to
remove it from the ICA. In other cases, we may need to
add instructions to assure the continued airworthiness of
the aircraft.
As we close out the second quarter of 2022 and begin the
third, the AEA will host a virtual meeting of its government
and industry affairs committee, which is a standing
committee that makes recommendations on the strategic
direction of the government affairs program and assists
the association in supporting its goals and objectives by
reviewing draft documents, supporting information inquiries,
and assisting various civil aviation authorities as needed.
The association recently added several new members to this
committee, and we look forward to their input and service.
Indeed, as this year crosses the midpoint, all indications
show the in-person regulatory events are back with a
vengeance. Yep, it feels like we are back to normal. q
