Dave Hall Retires
After 40 Years in Crop Insurance
Dave Hall retired from National Crop Insurance Services (NCIS) in March after 22 years
with the association. He was Vice President of
Program Development at the time of his retirement, a position he held since 2004.
Dave joined NCIS in 1996 with 17 years of
crop insurance experience already under his belt.
He began working for the Federal Crop Insurance Corporation (FCIC) as a contract loss adjuster in 1976. Over the next 13 years, he worked
for several private crop insurance companies,
gaining experience in all aspects of loss adjusting. In 1993 he became a regional audit manager
and loss supervisor for Crop Hail Management
(predecessor to Rural Community Insurance
Services) and was promoted to area claims representative in 1994.
His position as Vice President of Program
Development involved supervising the NCIS
agronomic research program and the MPCI and
Crop-Hail policy, procedure, and loss adjustment
departments. Dave's extensive experience in the
analysis and review of MPCI policies and procedural standards proved invaluable as he served as
a liaison between NCIS member companies and
various departments of the Risk Management
Agency (RMA).
"Dave's experience in the field was an invaluable resource at NCIS with our members," said
Tom Zacharias, President. "He understood the
loss adjustment process and was able to apply his
knowledge for the benefit of the industry."
Dave was instrumental in the development of
numerous MPCI policies, procedures, and loss
adjustment forms and handbooks. More recently
his time was spent developing Crop-Hail policies, loss adjustment handbooks, survey sheets
and forms. He also served as the staff liaison to
several Regional/State Committees, including:

California from 1999-2001; North Dakota from
1999-2004; Southwest from 2001-2004; South
Dakota from 2011-2018; and, Nebraska from
1997-2018. He also served as the staff liaison to
the MPCI Policy Procedure and Loss Adjustment
Committee from 1997-2001, and the Program
Development Committee from 2003-2010.
Dave was involved in the development of
the compliance/quality control language found
in the Standard Reinsurance Agreement (SRA),
being involved in the 1998, 2005, and 2011 SRA
negotiations. He also facilitated the joint RMA/
Approved Insurance Provider (AIP) Data Mining Steering Committee, which began in 2011
and continues today. Dave presented at several
NCIS national and regional training conferences
for member company claims managers, supervisors, and loss adjusters and he also served on
the NCIS team that worked on RMA government
contracts, evaluating proposed new government
crop insurance policies and programs.
"As I reflect on Dave's career at NCIS," said
Tom, "he was always an individual that was willing to serve in any capacity we asked of him."
Dave grew up on a diversified livestock and
grain farm in eastern Nebraska. He attended the
University of Nebraska-Lincoln where he studied agriculture, industrial education, and general
studies in the arts and science. He and his wife,
Patty, have three children. When he left NCIS in
March, Dave was looking forward to retirement
where he can enjoy woodworking, gardening,
fishing, and hunting. He also has a long list of
"honey do's," to complete and plans to retreat
to his woodworking/hobby shop he built in his
backyard last summer "...when my wife kicks me
out of the house."
