approximately 23 percent of the total Crop-Hail
premium in 2018.
Therese noted that Frank was very good at
figuring out solutions to challenges and was
constantly willing to help others do the same.
"Frank has always been one to provide well
thought out feedback when I would bounce
ideas off of him," Therese said. "And he always
kept his humor about him, which made even
the driest subjects entertaining."
When Frank joined NCIS, the Federal crop
insurance program was much smaller and
much less complex, so he was able to get in
on the "ground floor" of several new things,
including the revenue insurance products. He
worked on numerous aspects of the Risk Management Agency's (RMA) rating methodology,
including revenue product volatility factors as
well as a comprehensive review of the rating
methodology itself. In addition, he performed
reviews of RMA's annual actuarial premium
updates.
Frank's analytical expertise was integral

in several Standard Reinsurance Agreement
(SRA) negotiations where he would perform
the reinsurance modeling runs, which were
used in conjunction with the work that the private insurance companies performed on their
books of business to estimate the impact of proposed changes to the SRA. He also worked on
the Administrative and Operating reimbursement component and reinsurance provisions
of the industry's current SRA. In conjunction
with his SRA efforts, Frank took a leadership
role in the industry's financial analysis and was
the primary driver in making sure the analysis
was complete, performing an essential quality
control function.
Frank actively participated and contributed
professionally in the meetings and proceedings
of the Casualty Actuary Society. He authored
papers and made presentations at the professional association meetings of the society on
the topics of crop insurance and measuring
insurer risk.

ance industry and his ability to solve difficult
rating issues with practical solutions enabled
him to positively contribute over the course
of his career," said Tom Zacharias, President
of NCIS. "In addition, Frank possessed excellent written and oral communication skills. His
character, integrity, calm and pleasant demeanor, and extraordinary work ethic made him an
invaluable part of the NCIS team and the crop
insurance industry. He was one of the finest
individuals I have had the pleasure of working
with."
Frank loved a good cup of coffee and has
an impressive knowledge of classic movies and
trivia. He was always quick to bring up a movie
quote or song lyric that would apply to almost
any topic of discussion. That quick wit and
sense of humor will be missed.
Congratulations on your retirement, Frank!
Your contributions to the crop insurance industry are immeasurable and you will be

The NCIS industry awards were established in 2001 to honor those individuals who provide exemplary service to the industry as a whole and/or
to producers. The award criteria has been changed slightly and a new award
category has been added.
Outstanding Service Award
This award is presented to a crop insurance agent or individual outside
of the industry who provides exceptional service industry-wide and outstanding outreach efforts to all farmers, especially limited-resource and/or
socially disadvantaged farmers.
Industry Leadership Award
This award, targeted primarily to members of the NCIS regional/state
cop insurance and/or NCIS standing committees recognizes individuals
who are directly involved in the crop insurance industry and who consistently serve the industry by providing outstanding leadership. One award
may be given to a member of a regional/state crop insurance committee
and/or a member of a standing committee.

Lifetime Achievement Award
This new category of award will be given to those people who have
served or are currently serving in leadership capacities within the industry
who exhibit(ed) outstanding leadership, guidance and knowledge to and of
the crop insurance industry.
Criteria for all awards are:
	1.	Unyielding personal and business ethics.
	2.	Demonstrated service above and beyond the crop insurance industry.
	3.	 Represents themselves, their company and the crop insurance industry well.
The winners will be presented with their awards at the crop insurance
industry annual convention held in February of each year.
All nominations must be submitted in writing to NCIS by October 15,
2020, for awards to be presented at the 2021 Annual Convention. For nomination information and forms to be submitted, please visit the NCIS website
