Ashley Hungerford, Senior Economist at the
USDA's Office of Chief Economist, spoke on
USDA's outlook for crop plantings in 2020,
the status of the U.S. dairy industry, trade
negotiations and policies, and overall farm policy.

Bart Fischer, Co-Director of the Agricultural & Food Policy Center at Texas A&M University and
Research Assistant Professor in the Department of Agricultural Economics, provided a farm policy
and financial review of the 2018 Farm Bill.

Following the congressional update, Rep.
Conaway and three of his current and former
staff participated on an Agricultural Policy
Insights panel. These four gentlemen were
integral in the development and passage of
the 2014 and 2018 Farm Bills. Bart Fischer,
Matt Schertz, and Scott Graves, all served, or
are currently serving, in various roles on staff
with the U.S. House of Representatives Committee on Agriculture under the leadership of
Rep. Conaway. Fischer spent eight years at the
House Committee on Agriculture as Deputy
Staff Director and Chief Economist; Schertz
currently serves as Staff Director of the House
Committee on Agriculture; and Graves was
Staff Director at the House Committee on
Agriculture and former Chief of Staff for
Rep. Conaway. Panel moderator, Tom Zacharias, president of NCIS, led the participants
through several questions regarding their
roles during the various farm bills, how they
felt about what was included in the final bills
and was left on the table when the bills were
finalized. The group also discussed their outlook for upcoming farm bills and their recommendations for the industry going forward.
The final panel on Monday featured representatives from commodity organizations
who always provide their unique insight and
perspectives on agricultural policy and the
important role of crop insurance in farm poli-

cy. Panel participants included: Paul Bleiberg,
National Milk Producers Federation; Robert
Guenther, United Fresh Produce Association;
Reece Langley, National Cotton Council; Kellis Moss, Ducks Unlimited; Christy Seyfert,
American Soybean Association; and, Wayne
Stoskopf, National Corn Growers Association.
Tuesday speakers included Dr. Ashley
Hungerford, USDA Office of Chief Economist;
Martin Barbre, Risk Management Agency;
David Wasserman, The Cook Political Report;
and, Bart Fischer, Agricultural and Food Policy Center, Texas A&M University.
On Wednesday, the last day of the convention and only a few days before the 40th
anniversary of the U.S. Hockey Team winning gold at the Lake Placid Winter Olympics,
convention attendees welcomed special guest
speaker, Mike Eruzione. Eruzione was Captain of the U.S. Hockey 1980 Olympic Team
and he shared several stories about his time
with the hockey team, his coach, Herb Brooks,
and how it felt to represent the United States
during those games.
The final presentation of the convention
was to honor the Crop Insurance Industry
Award winners. Barb Holtgard, American
Farm Bureau Insurance Services, was presented with a Lifetime Achievement Award
for her more than 40 years of service to the
crop insurance industry. Dean Clarke, Great

Olympic Hockey Team

American Insurance Group, was awarded an
Industry Leadership award for his service and
leadership of a NCIS standing committee.
And Darci Wagner, Circle Insurance Agency,
was presented with the Outstanding Service
Award.
