By Drs. Mark Zarnstorff and James Houx, NCIS
In 1923, the Western Hail and Adjustment
Association, a predecessor to NCIS, began researching
the agronomics of crops. Cotton research,
first at Clemson University (1923) and
then at Alabama Polytechnic University (which
later became Auburn University) was not focused
on crop damage but rather to determine
appropriate row spacing, plant populations,
and planting dates. Five years later, the first research
projects began to focus on hail damage,
specifically defoliation, to corn in the Midwest.
An Iowa State University project began in 1928
and another at the University of Nebraska began
in 1929.
As the agronomic research program grew,
additional crops were added, and regions were
expanded. Cereal crops-barley, oats, wheat
-began in the early 1930s. The types of crops
researched over the last 90 years has included:
canola, soybeans, lentils, chiles, millet, popcorn,
and many others.
Updates to, or new loss adjustment procedures
originate from the NCIS Agriculture Research
program under the direction of the NCIS
Board of Directors. The projects are conducted
at university experiment stations and agricultural
colleges across the United States, as well as
some locations in Canada. Projects are typically
conducted for at least three years; however, if for
some reason the results cannot be obtained for
one or more years, the project may be extended.
To understand the crops and appraisal methods
that need to be researched, NCIS relies on
company field adjusters, claims supervisors,
and university researchers for advice. The NCIS
research program then focuses on designing experiments
that will result in data to produce upto-date,
consistent, and timely loss adjustment
procedures. NCIS currently has 12 research projects
across 11 states, from Washington to Ohio
and in Saskatchewan, Canada.

In 2021, NCIS performed research on corn,
industrial hemp, lentil, popcorn, potato, snap
bean, sweetcorn, sugar beet, and wheat. The results
are summarized below and are preliminary.
It is important that these results are not used
exclusively, but combined with results from previous
years' research, and any subsequent evaluations,
to provide the best loss adjustment procedures
for NCIS members.

CORN Second Loss
Illinois
In 2018, NCIS began research in Minnesota,
Illinois, and Ohio to evaluate second losses
on corn. Prior research evaluated defoliation at
the 10- and 15-leaf stages followed by additional
defoliation at either 15-leaf or tassel stage. The
current research focuses on defoliation at the
10- and 15-leaf stages with second defoliations
