Passing the Gavel

The February 2023 National Crop Insurance
Services (NCIS) Board of Directors meeting
brought a change of leadership to the chair's position
as Scott Arnold, Rain and Hail, replaced
Kendall Jones, ProAg, who held that position from
2020-2022.
Each year in conjunction with the NCIS Annual
Business Meeting, the Board of Directors elects
the Board Chair and two Vice Chairs for one-year
terms. Consistent with the NCIS Bylaws, an officer
is prohibited from occupying the same office for
more than two consecutive terms, thus it is customary
for the elected officers to serve for two,
one-year terms. However, due to COVID-19, the
Board unanimously agreed to elect Kendall for an
additional one-year term.
" Kendall is one of the most highly respected
individuals in the crop insurance industry, " said
Tom Zacharias, president of NCIS. " She did a tremendous
job leading the industry through the last
three years, which included navigating through
the COVID-19 pandemic and extensive growth in
the program. "
Kendall's tenure as chair seemed to include
a different challenge each year. Even though the
pandemic severely limited many industries in
2020, insurance and agriculture were deemed essential,
and the crop insurance industry continued
to operate as " normal " as possible. Along with
the shutdown came new RMA guidance to allow
for flexibility in meeting program requirements.
With 2021 came a new administration and a new
administrator at the Risk Management Agency,
Marcia Bunger. 2021 also introduced virtual
and/or hybrid meetings throughout the industry.
Adjusters and company personnel transitioned
to webinar training and video instruction. And
thankfully, 2022 brought back a sense of normality
to the industry. NCIS was able to resume
many of its standard activities in person including
the 2022 annual convention and the summer
loss adjustment schools. Even with resumption
of in-person meetings, NCIS did transition to a
hybrid format for its training conferences.
The industry also experienced significant
growth during Kendall's time as chair, including
a record 490+ million acres insured. The livestock
insurance products were also expanded during
that time, and specialty crop coverage options
continued to be improved and new products
introduced.
" Kendall served during what could have been
the most difficult period of adjustment across the
COVID-19 evolution, " said incoming chair, Scott
Arnold. " She was unwavering as she guided the
NCIS Board of Directors for an extended time and
has proven a strong, confident, quality character
with keen leadership skills. "
During her speech to open the 2022 Crop Insurance
Industry Annual Convention, Kendall
talked about the importance of the industry maintaining
its credibility.
" The quality of our work and consistency of
the delivery system has earned us the trust of the
American farmer, " Kendall said.
She followed those comments with her vision
for the industry at the 2023 Convention.
" I have a vision for the crop insurance industry,
and I have hope. Perpetual prosperity for agriculture.
It's not only bold, but also vital. "
Kendall was the first female Chair in the history
of the Association, and she is proud of her
service and the mark that she left on the industry
and NCIS.
" Kendall always strives to create a welcoming
and inclusive environment as the NCIS Board of
Directors performs their duties and serves what
collectively is in the best interest of the Crop Insurance
program, " said Scott.
Scott Arnold is the 17th person to serve as
Chair of NCIS since its inception in 1989. He is
President of Chubb Agriculture and Rain and Hail
and has nearly 35 years of agriculture industry
experience.
" We are excited about Scott coming on as NCIS
Chair, " Dr. Tom Zacharias, NCIS President said.

we look forward to his leadership. "
" I have known Scott for many years, and it's
been a pleasure to work with him on the Board, "
said Kendall. " There are still many things to accomplish,
but we are in good hands with him. "
In his role with Rain and Hail, Scott has responsibility
for Chubb's crop, commercial ag and farm
P&C agriculture insurance business segments. His
responsibilities include guiding day to day operations
and ensuring the agricultural business continues
to deliver on its commitment to policyholders,
agents, brokers, and key stakeholders. Scott
has served in several senior management roles
within Rain and Hail including Deputy President,
Executive Vice President, Senior Vice President,
Vice President, and National Marketing Manager.
Scott grew up on a diversified grain and livestock
farm in northeast Iowa before receiving a
Bachelor of Science degree in Agriculture Business
from Iowa State University.
The membership of the NCIS Executive Committee
for 2023 includes Scott Arnold, Chair;
Andy Caruso, American Farm Bureau Insurance
Services, Vice Chairman; Brad Leighton, AgriSompo
North America, Second Vice Chairman;
and, Kendall Jones, Immediate Past Chairman.
