alifornia’s state legislative sessions usually are politically supercharged during presidential election years, with 2012 being no exception. Adding to the bubbling Capitol caldron this year were two fundamental electoral reforms: (1) redistricting by an independent citizens commission, rather than by politicians, and (2) the “top two” primary system aimed at calming overheated partisanship. The newly drawn congressional and state legislative districts forced some lawmakers to run against fellow incumbents or to retire but, at the same time, opened new opportunities for others. Political maneuvering was never far from center stage.

Distractions from the normal legislative agenda were plentiful, but one major item continued to drive many decisions — the chronic state budget deficit. A $16 billion deficit was resolved, at least for the moment, by key decisions made out of public view and reliant upon voter approval of Gov. Jerry Brown’s tax initiative (Proposition 30) on the November 6 ballot. measure fails) If the tax measure had failed, an additional $8.5 billion in cuts would have been “triggered,” including a $5.5 billion reduction in education, which would have eliminated two to three weeks of K–12 schooling. Medi-Cal was not left untouched either. Savings of more than $800 million are projected from shifting more patients into managed care. The “Coordinated Care Initiative” (CCI) will force “dual eligible” (Medicare and Medi-Cal) beneficiaries into managed care coverage in eight designated counties. Patient and provider advocacy groups and the nonpartisan Legislative Analyst’s Office roundly criticized an earlier, more limited, four-county pilot. Legislators expressed much angst upon hearing the vehement protests, but the final decisions negotiated behind closed doors allowed the managed care push to proceed.
