TC-37 Measurements and
Networking

C-37 Measurements and Networking, currently
chaired by Prof. Domenico Capriglione (University
of Cassino and Southern Lazio, Italy) began eight
years ago as the proposal mainly of Prof. Leopoldo Angrisani
(University of Napoli Federico II, Italy) and Prof. Claudio
Narduzzi (University of Padova, Italy) with the purpose of
highlighting the important contribution that Instrumentation
& Measurement Society (IMS) members could give to address
the challenges in the field of the designing, testing, and tuning
of networking applications and modern communication
systems. Indeed, an even more and more multidisciplinary approach
should be followed to face the technological issues that
are arising and that will arise in the telecommunication systems
and networking of the future.
In this framework, the TC-37 offers the possibility of promoting
the international cooperation and integration of experts
in telecommunication and information technologies with
researchers belonging to the IMS. Efforts are made for accentuating
the crucial role of a metrological approach in several areas
of networking, such as the emerging applications in the fields of
IoT (Internet of Things) and IIoT (Industrial Internet of Things),
Cyber security, Coexistence and interference problems in wireless
networks, 5G systems and beyond, to cite a few.
To pursue these goals, TC-37 cooperates with several
groups and associations active in networking, such as the IP
Performance Metrics working group of the Internet Engineering
Task Force (IETF), the SIGMETRICS special interest group
of the Association for Computing Machinery (ACM), and the
AMTA (Antenna Measurement Techniques Association). The
TC members have been massively involved in the organization
of the biennial IEEE Symposium on Measurements and
Networking (M&N) and the IEEE Sensors Applications Symposium
(SAS).
As far as standardization activity is concerned, the TC-37
supports Working Groups participating in the development of
standards sponsored or co-sponsored by the IMS as well as in
international projects in the fields of interest of the TC.
Today, TC-37 is constituted of 29 members mainly belonging
to Instrumentation and Measurement Society, the

complete list of them is shown on the TC website (https://
ieee-ims.org/committee/tc-37). In the following paragraphs,
a more detailed description of the main recent relevant activities
of members of TC-37 is given, with particular reference to
the involvement in international projects on topics of interest
for the TC.
Recent Relevant Activities in
International Projects
Project INDTECH 4.0 - Novas Tecnologias para
Fabricação Inteligente
The need for a reference architecture appears once new
initiatives are under development to work toward a standardization
architecture for Industry 4.0. The IEEE1451 standards
are used to implement the sensors and actuators that implement
the Industry 4.0 concept. Syntactical and semantic levels
of interoperability are explored in this project (grant No. POCI01-0247-FEDER-026653).
In this framework, TC-37 member
Prof. Antonio Espirito Santo cooperates with several international
experts on these important topics covering the area
of Industry 4.0, Cyber-Physical Systems, and Cyber-Physical
Production Systems. In more detail, the syntactic interoperability
between IEEE 1451 and IEC 61499 is faced, and several
protocols (such as MQTT and HTTP) are tested for analyzing
their performance and suitability against the requirements of
Industry 4.0 [1]-[3].
Project TRAINER - Towards Fully AI-empowered
Networks
The huge effort of several worldwide research and development
public and private initiatives toward the design of 5G
networks and systems carried out in the last few years is significantly
contributing to the digital transformation of the
economy and society. Currently, network operators are provisioning
initial 5G services and continuing the long process of
network evolution for future advanced 5G services. However,
the digital transformation increased demands on the network
side as well as its increased capacity. Moreover, the upcoming
