STATE FOCUS
LEGISLATIVE UPDATE

The State Capitol is bustling with activity and below is
an update on a few priority bills that CAWG is closely
monitoring, including CAWG-sponsored legislation.
AB 113 & SB 113 - Card Check Budget Trailer Bills
These trailer bills make changes agreed upon by
Governor Newsom and labor unions last year when he
signed card check legislation (AB 2183) into law. AB 113
& SB 113 came into print on May 1 and would make the
following changes:
* Eliminate mail-in ballots.
* Eliminate " labor peace elections or non-labor peace
elections. "
* Cap the number of card check elections at 75
elections before January 1, 2028.
CAWG opposed AB 2183 and the deal Newsom struck in
2022.
AB 54 (Agular-Curry, D-Winters) - Smoke Taint
Research
CAWG is seeking a $5 million appropriation for CDFA
to fund smoke taint research. AB 54 is co-sponsored by
CAWG and would create the structure within CDFA for
that research. The bill was approved by the Assembly
Committee on Agriculture and is currently in the
Assembly Appropriations Committee.
SB 659 (Ashby, D-Sacramento) - Increase Groundwater
Recharge
SB 659 is co-sponsored by CAWG to push for increased
groundwater recharge. The bill was approved by both the
Senate Environmental Quality Committee and the Senate
Natural Resources and Water Committee and now moving
to the Senate Appropriations Committee.
AB 1024 (Aguiar-Curry, D-Winters) - Diversion of
Streams for Irrigation Ponds
CAWG is co-sponsoring AB 1024 to allow for the timely
diversion of high-flowing streams for irrigation ponds.
The bill was approved by the Assembly Water, Parks,
and Wildlife Committee and is currently in the
Assembly Appropriations Committee.
SB 375 (Alvarado-Gil, D- Jackson) - COVID-19
Tax Credit
CAWG is sponsoring SB
375 to create a tax credit
to reimburse employers
for the costs of complying
with COVID-19 workplace
regulations in 2023 and

2024. This bill was approved by Senate Labor, Public
Employment, and Retirement Committee and is now in
the Senate Appropriations Committee.
SB 279 (Niello, R-Fair Oaks) -- Increase Public
Participation in Rulemaking
CAWG supports SB 279 to increase public participation
in the regulatory process. The bill was approved by the
Senate Governmental Organization Committee and next
goes to Senate Appropriations Committee.
SB 224 (Hurtado, D- Hanford) - Foreign Investment in
Ag Land
SB 224 is attempting to prevent foreign nations from
buying up California ag land. CAWG is opposed to this
bill because as drafted, the bill could inadvertently dry up
operating capital for small growers. SB 224 was approved
by both the Senate Judiciary Committee and the Senate
Agriculture Committee and is now before the Senate
Appropriations Committee.
AB 650 (Arambula, D-Fresno) - San Joaquin Valley Air
Pollution Control District Board
CAWG opposed AB 650 which would have decreased
local government membership on this regional air board.
The bill was rejected without a vote by the Assembly
Local Government Committee. AB 650 would have set
a terrible precedent for other regional air boards around
the state.
Water Legislation
There are several bills moving through the legislature
that would tighten up access to groundwater or restrict
existing water rights. A few examples are AB 560
(Bennett, D-Ventura), AB 779 (Wilson, D-Fairfield),
SB 389 (Allen, D-Los Angeles), AB 460 (Bauer-Kahan,
D-Contra Costa), AB 1205 (Bauer-Kahan), and AB 1337
(Wicks, D-Oakland). CAWG is opposed to all.
Labor Legislation
There are several bills moving through the legislature
that would substantially change labor laws relative
to paid leave, communications at work, workplace
safety, employment arbitration, and much
more. A few examples are SB 399 (Wahab,
D-Hayward), SB 553 (Cortese, D-San Jose),
SB 616 (Gonzalez, D-Los
Angeles), SB 365 (D-San
Francisco), and SB 809
(Smallwood-Cuevas,
D-Los Angeles). CAWG is
opposed to all.
