MESSAGE FROM THE CEO
A solution to our scope of
practice and definition issues!

WHI LE ASET HAS BEEN ADVOCAT ING for a description
of technologist practice, a definition for the profession
of engineering technologist, for years now, it appears
that in many ways and in other jurisdictions, the issue has
been settled.
In fact, it appears that the issue had for some time been
settled in a manner which includes Canada, and therefore
Alberta... in agreements through the IEA by which APEGA,
as a member of IEA, is a participant and signatory.
Only recently our national body, Technology Professionals
Canada, was admitted to represent the profession in Canada
by the International Engineering Alliance (IEA). And only
recently, through that representation, did we learn that IEA
(and therefore its signatory Engineers Canada, through
which APEGA is recognized) has established professional
competence profiles, knowledge and attitude profiles,
and graduate attribute profiles for engineering technologists
in all the signatory countries and bodies. As part of
this, it has set out the range of problem identification and
solving, and the range of engineering activities.
The following are the established and agreed engineering
technologist professional competence profiles. These
are the profiles established under the Sydney Accord. (The
Dublin Accord establishes profiles for engineering technicians
and the Washington Accord for professional engineers.)
These Accords are all under the auspices of the IEA.
To meet the minimum standard of competence a person
must demonstrate that they can practice competently,
within a practice area, to the standard expected of a competent
engineering technologist or engineering technician.
Per the IEA's Graduate Attributes & Professional Competencies
document, the extent to which the person is able to
perform each of the following elements in a practice area
must be taken into account in assessing whether or not the
individual meets the overall standard. The individual must
be able to:
* Comprehend and apply the knowledge embodied in
widely accepted and applied procedures, processes,
systems or methodologies.
* Comprehend and apply the knowledge embodied
procedures, processes, systems or methodologies
specific to the jurisdiction of practice.
*
Identify, clarify, and analyze broadly defined problems
using the support of computing and information
technologies where applicable.
* Develop or design solutions to broadly defined
problems considering a variety of perspectives.
* Evaluate the outcomes and impacts of broadly defined
activities.
* Recognize the foreseeable economic, social and
environmental effects of broadly defined activities and
seek to achieve sustainable outcomes.
* Meet all legal, regulatory and cultural requirements
and protect public health and safety in the course of
activities.
* Conduct activities ethically.
* Manage part or all of one or more broadly defined
activities.
