MESSAGE FROM THE PRESIDENT

GREETINGS FELLOW MEMBERS. I would first like
to thank all of those who responded to the survey that we
sent out. We had a record number of respondents, which is
very heartening to see.
Our members were clear that they overwhelmingly support
ASET to move forward with asking the government to amend
the Engineering and Geosciences Professions Act (EGPA
or Act). This amendment would create a defined scope of
practice allowing anyone with a C.E.T. designation to work
independently, and expand the scope of practice for P.Tech.
members who have a defined area of expertise.
The current Alberta Government is in the middle of a legislative
review and is expecting to have legislation ready for the
spring sitting. We at ASET would very much like to modernize
the Act to better reflect the workforce realities of today,
as do our partners in the Act at APEGA.
One of our biggest challenges to modernizing the EGPA,
however, comes from those same partners. After TWICE
agreeing to terms for a C.E.T. scope of practice during mediation,
APEGA changed its tune, and remains vehemently
opposed to any technologists working independently. The
main point that is continuously argued for, is the belief that
ALL engineering work within the province of Alberta should
be supervised by a P.Eng. If the Act is changed to align with
APEGA's proposal, it would risk that any C.E.T. who currently
owns their own business would have to hire a P.Eng. to sign
off on everything they do, regardless of how long that C.E.T.
has been practicing or even if it requires authentication.
The other story being told is that ASET is insisting that we
authenticate engineering designs (stamp drawings). This is
neither true nor necessary. Our friends at the other association
have been very successful in misconstruing our intentions,
and misleading government decision makers and the
public about what we are asking for our members.
So, let's be VERY clear about what ASET is asking for and
what we are not asking for.
What ASET is asking to change
and how it would affect the Act
1 - A defined scope of practice: What are technologists
allowed to do and what are we not allowed to do? There is
currently no definition on this, and APEGA has resisted at
every turn because having that defined scope would allow
us to operate truly independently within defined standards
and practices.
2 - Increased public safety: As there is no defined scope
of practice, literally ANYONE can call themselves a technologist
regardless of educational background or experience
and misrepresent their abilities. This puts all Albertans at a
public safety risk of unqualified individuals performing tasks
or planning work.
3 - Improved labour mobility: The Province of British Columbia
passed the Professional Governance Act on 5 February
2021. This was the result of a devastating environmental
incident at the Mount Polley Mine, where it was found that
two professional engineers were very much responsible for
the disaster. Also discovered was that not all professional
associations had a scope of practice, meaning it was very
difficult for the province to know who was responsible for
which actions. Therefore, as of 5 February, all BC professional
associations, including ASTTBC, must have a defined
scope of practice. While wonderful for our brothers and sisters
in BC, it makes that province a much more attractive
place to move as a technologist and has already begun creating
a drain here in Alberta.
4 - Reducing red tape: While this proposed amendment to
the Act would not have a direct impact on reducing government
red tape, it would significantly streamline processes
for smaller municipalities as well as private business. Municipalities
and small business quite often rely on the work
done by technologists and technicians, due to their familiarity
with the work that needs to be done as well as familiarity
with the region. Small businesses that are either run by or
employ technologists have done so for a very long time. If
we fail to get a scope of practice defined for our members,
