we risk APEGA insisting that there be additional costs and
processes for all municipalities and small business. This
could include the added need to either hire a P.Eng. to supervise,
or hire a consulting engineer to review and sign off
on all the work our professional members perform.
5 - Expanded scope of practice for P.Tech. members: The
P.Tech. scope is extremely limited to one fraction of one section
within one discipline. We simply request that a P.Tech.
who works in the petroleum sector, for instance, be able to
work in all areas they are familiar with, and not be limited to
such a narrow focus alone.
I will paraphrase from a conversation I had with a current
minister and long-standing member of the Alberta Government:
" ASET wants to be free to do that work that they know
how to do, and that the taxpayer subsidized us to learn,
without having to ask another association for permission. "
What is ASET not asking for?
1 - We are NOT asking for C.E.T. members to authenticate
drawings. This misinformation must stop.
2 - We are NOT looking to replace engineers. Many of us
work with engineers, geologists and others on a daily basis
and have a very good relationship. They have their role and
we have ours.
In fact, most engineers that I have worked with don't seem
to understand why their association would oppose such
things, but are also afraid to speak out against their association
after having been warned not to.
How can you help?
I always like to refer to technologists as faithful translators
between the engineering office and the field in which we
work. We need to know enough of each side in order to explain
it to the other side in a way that they will understand.
We need the Act to be modernized to reflect the reality of
the day. We all know that sometimes a C.E.T. will supervise
a P.Eng. It happens regardless of what others may tell you.
I have supervised E.I.T.s. My friends have managed and supervised
P.Eng. staff. Leadership in the engineering world
isn't about your designation; it is about your ability to lead
and to have adequate knowledge and ethics to make sure
the work is done correctly within acceptable engineering
codes and standards.
At ASET, we are constantly in contact with the government,
but we need your help!
If you feel this is an important issue, please write to your
MLA as well as the labour minister and insist that the Act be
modernized, to reflect the good work that ASET members
do to protect the public, and to protect municipalities and
small business from unnecessary costs and red tape.
The urgency lies in that we may see some changes in the
spring. Since APEGA's war chest is much bigger than ours,
they tend to have the loudest voice. However, a bigger pocket
book should not dictate good public policy. We need our
members' voices heard in government, as well as from voting
Albertans.
