ON SPEC MAKING GOVERNMENT PROGRAMS WORK HARDER GREEN ROOFS CAN PROVIDE SIGNIFICANT ENERGY EFFICIENCIES AND SAVINGS — AND MORE. SO WHY AREN’T THEY INCLUDED IN THE U.S. ENERGY STAR PROGRAM? By Sara Loveland merican homeowners face many purchasing decisions today that involve Energy Star products, from light bulbs to refrigerators to, lo and behold, roofing products. This should be a cause for celebration for green roof professionals – or is it? LIVING ARCHITECTURE MONITOR A 34 As it turns out, there are only two roof types eligible for federal tax credits equivalent to 30 percent of the product cost, as follows: "Metal roofs with appropriate pigmented coatings" and “asphalt roofs with appropriate cooling granules" that also meet Energy Star requirements. Energy Star’s performance requirements are also limited, speaking only to reflectance: “Low Slope roofs must have an initial solar reflectance of >= 0.65. After three years, the solar reflectance must be >= 0.50.” I am, of course confused by this because all of the United States Environmental Protection Agency’s (EPA) goals, available at www.energystar.gov, for Energy Star products involve attributes that we know to be possessed by green roofs including energy savings and efficiency. Green roofs deliver on these and other Energy Star criteria – so what’s the hold up? The EPA should expand their scope of qualifications for roofing products to include other attributes that offer energy-saving benefits to both the building owner and society. But the heart of the matter is that the EPA, while adopting green roofs as standard practice both within their agency and across federal government Image courtesy of Sara Loveland buildings, could do much more to support the development of the green roofing industry in the residential sector. The agency passes funds to states for green infrastructure, but very little of it is appropriated to homeowner projects or purchases. Energy Star, the EPA’s only branded program directly targeted at consumers, funds only grey infrastructure. Grey infrastructure is built for largely one purpose: conveying or sheltering humans, goods and services. Green infrastructure, on the other hand, also addresses other desperate needs of urban communities such as improved air quality, biodiversity, biophilic harmony, and environmental amenities – all while reducing homeowners’ energy bills. WATERSHED PROTECTION According to the EPA’s 2008 Clean Watershed Needs Survey Report to Congress (EPA-832-R-10002), cities across the United States require a total of USD $63.6 billion for combined sewer overflow correction; and USD $42.3 billion for stormwater management facilities.
