The Engineering Profession's
Role in Climate Action -
Let's start the Conversation in Ontario
This article was prepared by David Lapp, P.Eng., and OSPE Member Marilyn Spink, P.Eng., who spoke
at OSPE's 2021 Engineering Conference regarding The Climate Crisis and the Engineering Profession.

ur Code of Ethics states that the primary
duty of engineers is to hold paramount the
safety, health and welfare of the public, the
protection of the environment and promote
health and safety within the workplace.
Changing climate conditions, particularly the frequency,
severity and intensity of extreme weather events and
systemic changes in climate norms may adversely affect the
design, operation and management of engineered systems,
posing risks that are not accounted for. It is the engineer's
responsibility to take all reasonable measures to ensure
those systems appropriately anticipate the impacts of our
changing climate conditions.
The engineer's job is to assess and minimize such risks
within the scope of their work while balancing client
needs and the project budget within their designated
authority. This understanding imposes a responsibility of
due diligence on the engineering profession to assure that
engineering license holders are aware of the need to consider
climate change in their professional practice. Legislation
and regulation in the field of climate change adaptation
and mitigation of greenhouse gas (GHG) emissions is
evolving rapidly. The requirement to consider climate
change in engineering works as a condition of project
funding or acceptance is growing. Furthermore, climate
consideration is not just limited to civil engineering of public
works, it is becoming a factor in product design, packaging,
waste management, site contamination, mining, forestry,
