In OnTarIO:
lessons in 'civil' civil engineering
The following article was written in collaboration with
William (Bill) Goodings, P.Eng., to highlight the pioneering
work of Canadian engineers - and more specifically Ontariobased engineers - who have developed, and who continue to
develop, sound engineering solutions that benefit society.
For most of his career, Bill Goodings, P.Eng., worked as
a consulting engineer with Proctor & Redfern Ltd., based
out of Toronto. Under his leadership as vice president, the
firm developed a large client base of municipalities that
required assistance to meet evolving waste management and
environmental legislation.
Goodings was a founding member of the Compost Council
of Canada and served two terms on the Ontario Society of
Professional Engineers' (OSPE) Board of Directors between
2007-2013. Following his retirement, Goodings also served
as director of solid waste management for the government of
Bermuda, and later as a volunteer solid waste management
advisor with the Canadian Executive Services Organization
(CESO) for a period of 10 years, during which time he
completed 18 international assignments.
As policymakers go about the business of governing Canada
and improving the quality of life of its citizens, engineers
play an integral role in supporting these efforts. For the past
150 years, Canadian engineers have been tasked with solving
society's most pressing challenges, offering their technical
expertise to inform these public policy-makers about the
scientific and engineering methods appropriate for driving
beneficial change in all facets of society.
The engineering perspective and the profession's
commitment to modernization proved to be especially
important for promoting the development of Ontario from
the late 1940s, well into the 1960s. During this "golden era of
engineering" in Ontario, engineers designed and built much
of the foundational infrastructure that continues to define
our province, municipalities and way of life.
Immediately following World War ll (WWll), Ontario's
relatively few universities set out to train large numbers of
returning war vets and early post-war students to become
engineers in all disciplines in order to fill the insatiable need
