Since spring 2021, residents and visitors to west Manhattan
have enjoyed Little Island, a unique marine structure located
within New York City's 4.5 mi (7.2 km) long waterfront park
called Hudson River Park. One of the largest piers in the park,
Little Island is a 2.5-acre square (1 ha) pier that appears as if it
is floating in the Hudson River.
The project to construct this new pier received special
recognition as a runner up for DFI's 2021 Outstanding Project
Award. In part, the project has innovative concrete features,
and involved addressing environmental considerations and
heightened concerns about storm surges. This article will
cover those challenges and constraints on design of the
composite concrete piles resulting from subsurface
conditions and pile use as an aesthetic feature of the pier.
Project Background
The project site rests between the Fire Department of New
York's Marine 1 (Pier 53) to the south and Pier 57 to the north.
The development included a bulkhead platform, two
approach structures (accessways) and the Little Island pier
itself, all designed to enhance public access to an underutilized
waterfront space and provide a multi-use experience.
Planned for the city's economic benefit in partnership with
the Hudson River Park Trust, Little Island was funded with
both public and private sources.
This new pier features an undulating landscape atop
precast concrete piles/columns. As part of the pier's aesthetic
vision, the structural precast piles/columns are slender at the
bottom and gracefully transition to form pots at the top that
hold landscaped park elements above. The park was also built
to contain two outdoor theaters - the main stage area capable
of seating 5,000 - and an amphitheater, as well as areas for
passive recreation such as reading or watching sunsets.
The $12 million project design contract was awarded by
Hudson River Park Trust to Heatherwick Studios, Mathews
Nielsen Landscape Architects, Arup and Mueser Rutledge
Consulting Engineers (MRCE). The $260 million construction
contract for Little Island was awarded to Hunter Roberts
(construction manager) and Weeks Marine (marine
contractor) by developer/operator Little Island Org. Due to
